DOWNTOWN <br />COLORADO <br />inc. <br />LOUISVILLE REVITALIZATION COMMISSION <br />RETREAT FOR COMMISSIONERS & COUNCIL <br />PROJECT UNDERSTANDING & EXPERIENCE <br />The Louisville Revitalization Commission (LRC) Board has been overseeing the <br />downtown urban renewal TIF area as a strong partner to the City filling project gaps <br />that arise and assisting in public/private partnership opportunities for <br />redevelopment. The LRC is seeking to maximize the use of urban renewal over the <br />next ten years to make significant impacts based on enhancing the quality of life for <br />this area through a Downtown Louisville Urban Renewal Area Strategy. <br />DCI has unique insight, history, and great familiarity with downtown initiatives, <br />district formation, and urban renewal management. DCI, formed in 1982, is a <br />downtown membership organization serving 400+ members in Colorado. 120+ of <br />DCI Members are communities working to create, maintain, and support the vitality <br />of their downtown. DCI has extensive experience with place -based community and <br />economic development; creative placemaking; engagement and outreach; district <br />planning and formation; and strategic planning for downtowns. <br />PROJECT PURPOSE <br />The Louisville Revitalization Commission Board aims to develop a Downtown <br />Louisville Urban Renewal Area Strategy to assess accomplishments, outline future <br />objectives, and establish an action plan to maximize on urban renewal projects for <br />the remaining years of the downtown urban renewal area. <br />DCI understands our role in this project as facilitating a three tiered discussion (LRC, <br />City, and Stakeholders), providing urban renewal and downtown expertise, <br />analyzing input, and shaping a manageable strategy for the downtown urban <br />renewal area to shape future project evaluation. The strategy will also add value to <br />the City's comprehensive planning process. DCI will utilize input and preferences to <br />shape the next phase of investment in downtown vibrancy with a strategy and <br />action plan. <br />METHODOLOGY <br />The LRC Board facilitation process and City Council visioning will follow a logical <br />progression to determine needs and preferences for the future strategy for Louisville <br />Downtown. Downtown Colorado, Inc. (DCI) proposes a multi -stage facilitated <br />process to engage with the following groups to identify key vision components and <br />projects to maximize the use of urban renewal in the downtown project area. <br />• LRC Commissioners: Commissioners will be the lead stakeholders in shaping <br />the vision and process.
