Pointed out the <br />location of proposed football field, soccer <br />field, three baseball fields, and the rec <br />center which would have a swimming pool, <br />gymnasium and racket ball courts. The <br />financing plan has not yet been developed for <br />this. The funds derived from the Parks Ex- <br />pansion Fund would be used to provide ball <br />fields for the residents in the area by a <br />phasing plan starting in 1988, phase II the <br />recreation center site,phase III - landscaping <br />and racket ball courts. Rising prices in <br />construction and materials could cause delays. <br /> <br />Administrator Wurl advised that staff was <br />doing a projection of the parks in the area <br />and would provide council with this. <br />Councilman Leary expressed concern with the <br />1988 start of ball fields, with the rapid <br />increase in population would be putting <br />tremendous pressure on the other ball parks. <br />Director Hioco stated that another ball field <br />is scheduled for next year in Heritage I which <br />would relieve this pressure for approximately <br />2 years. Also 2 soccer fields will be added <br />next year.if funds are available to develop <br />the Middle School Park. Tot-lots will be <br />provided by the developer as the development <br />occurs, as well as trail systems. <br /> <br />Street Systems - Rescue <br />Vehicles <br /> <br />Councilwoman Morris asked if Director Rupp <br />felt it was beneficial to have separate <br />entities as far as street systems are con- <br />cerned or is it more beneficial to go thru <br />and spread out the traffic more than our <br />individual subdivisions do as relates to <br />emergency equipment. <br />Director Rupp felt that it depended on the <br />amount of houses and the number of vehicles <br />involved, i.e. fire, rescue, police and <br />mail delivery - the through system worked <br />more effectively. The trade-off is that some <br />of the individuals feel that they would rather <br />have more of a safety factor and not have <br />through traffic. This will be reviewed by <br />staff very soon. Director Rupp stated that <br />connection streets were advantageous, pro- <br />vides interaction of neighborhoods and doesn't <br />begin to separate and areas begin to identify <br />themselves as particular subdivisions by <br />saying that they are from a particular sub- <br />divsion and not from Louisville. <br />
