Pointed out the location of proposed football field, soccer field, three baseball fields, and the rec center which would have a swimming pool, gymnasium and racket ball courts. The financing plan has not yet been developed for this. The funds derived from the Parks Ex- pansion Fund would be used to provide ball fields for the residents in the area by a phasing plan starting in 1988, phase II the recreation center site,phase III - landscaping and racket ball courts. Rising prices in construction and materials could cause delays. Administrator Wurl advised that staff was doing a projection of the parks in the area and would provide council with this. Councilman Leary expressed concern with the 1988 start of ball fields, with the rapid increase in population would be putting tremendous pressure on the other ball parks. Director Hioco stated that another ball field is scheduled for next year in Heritage I which would relieve this pressure for approximately 2 years. Also 2 soccer fields will be added next year.if funds are available to develop the Middle School Park. Tot-lots will be provided by the developer as the development occurs, as well as trail systems. Street Systems - Rescue Vehicles Councilwoman Morris asked if Director Rupp felt it was beneficial to have separate entities as far as street systems are con- cerned or is it more beneficial to go thru and spread out the traffic more than our individual subdivisions do as relates to emergency equipment. Director Rupp felt that it depended on the amount of houses and the number of vehicles involved, i.e. fire, rescue, police and mail delivery - the through system worked more effectively. The trade-off is that some of the individuals feel that they would rather have more of a safety factor and not have through traffic. This will be reviewed by staff very soon. Director Rupp stated that connection streets were advantageous, pro- vides interaction of neighborhoods and doesn't begin to separate and areas begin to identify themselves as particular subdivisions by saying that they are from a particular sub- divsion and not from Louisville.
