11/3/83

Page -7-

to Louisville that is certainly their ob-
jective, and also to protect the City's in-
terest if there is a problem.

Mayor Meier inquired of Mr. Alshuler if he
felt any of the concerns expressed in the
memo werE~ insurmountable.
Mr. Alshuler stated he felt confident that
if they can disucuss these in bonifide nego-
tiations and in good faith an agreement could
be reached.

Councilwoman Morris
Parcel B Unacceptable

Commented that she wished more specifics -
apprecia1:ed Mr. Alshuler r s statement that
he would tighten up a few guidelines and
maybe lessen some of the impacts; but on
some of 1:he issues did not feel it would address
the concerns. The location of parcel B was
critical to the entire development and to
her this parcel was unacceptable as it was
a top priority as an open space buffer.
Mr. Alshuler stated that he appreciated her
concern and he was trying to create an oppor-
tunity for the City to accept someone that
is willing <'.to come in and make the commitment
to the City that if they do something there
it will be done in such a way that it will
have minimum impact on visual sightlines.
Felt that it could certainly be done in low
silhouet.te landscape type arrangement. But
at this time he would like to put this forth
as an opportunity for them to let somebody
try to meet those criteria - was willing to
tighten the criteria to achieve that.

Discussion by Mayor, councilmembers and Mr.
Alshuler concerning permits tied to other
uses. No definite commitment given by Mr.
Alshuler to the City that after a certain
period of time or a certain number of resi-
dential units, the City could expect to see
a focus on commericial development. Alshuler
stated if the incentive is there which he
hoped would be. Council agreed they must
protect the fiscal integrity of the City, and
the density issue must be resolved in con-
junction with the design guidelines. Mr.
Alshuler felt these could be resolved at the
two study sessions.
