AUTHORIZATION TO PARTICIPATE
IN THE STUDY

Councilman Leary

10/18/83

Page -13-

3 ways between Broomfield, Louisville, and
the County. Louisville does have a verbal
agreement: for 1/3rd of our share from CTCi
also Director Kasch has had discussions with
STC representatives and hopefully they
will offer a 1/3rd participation. As part
of the study there would be staff members
from all the cities and the County, and
designees from the private side, ie. CTC,
STC, and whomever Broomfield gets - perhaps
Interlocken, who would serve as a coordinating
committee. Our recommendation is to authorize
the Mayor to obligate us signing the agreement
and the money come from the Major Thoroughfare
Fund.

Councilman Cussen moved, Mayor Meier seconded
that the Mayor be authorized to sign the
agreement for the 96th St. Interchange
feasibility study, and the City commit itself
to $22,500.00 to be taken from the Major
Thoroughfare Fund.
money
Wished assurance that when the private/comes
in from CTC and STC it would be put back into
the Major Thoroughfare Fund. Also commented
in terms of the analysis that was done by
the Highway Dept. on the Superior interchange
and the impact on U.S. 36 with the Homart
Development, it appears that a significant
amount of employment was shifted or attri-
buted to that site, how is that going to im-
pact this analysis, given the fact that people
can't be shifted back and forth for analysis
purposes.
Director Kasch stated that the traffic study
performed by Centennial Engineering took into
account the proposed interchange and they
were able to assume the type of traffic that
would take place between the two. There are 2
technical representatives from the State High-
way Dept. on the study committee, and they
plan to interject in their modeling some more
detailed figures so that we can understand the
inter-relation between the two. We know for
sure that 96th is going to help alleviate the
problem between Broomfield and Boulder be-
cause of the alternate routes that are currently
being taken. What the State Highway Dept.
is interested in is how long it is before
the day will come when they have to 6-lane that.
