Councilman Cummings

Dennis Drumm

Mark Wade, 330 South Place

9/6/83

Page -15-

Commented he felt this was one of the best
plans that had been presented to Council
in terms of the land dedication, etc. Saw
no problem with P.U.D. Guidelines - was a
matter of interpretation. Did not favor
tabling the resolution. Felt that Council
would have more leverage once the homes
around the condo area were built to dictate
to the developer exactly what we want.
Didn't see a problem with leaving this out
of the plan at the present time.

Took exception to councilmembers comments
regarding the type of housing mix, traffic
impact on Centennial Drive as this extension
was required of the developer by the traffic
engineer and street planner. Stated that he
understood they had cooperated and complied
with the intent of the P:U.D. Guidelines.
Councilman Leary stated his concern was with
the neighborhoom portion of the guidelines
which was to get away from segregated types
of homes. He agreed with Mr. Drumm's comment
about Centennial Drive traffic impact - thought
that overall could have been addressed better
by the City.

Wished to speak to an issue that he didn't
feel he had received a reply to the last
time he spoke either from this Councilor
the ctiy staff, especially not from the staff.
Mr. Leary said that this development would
add 3,000 trips on South Boulder Road a day.
That would impact heavily the people trying
to turn left from Via Appia onto South Boulder
Road in the morning; also from Washington
and Kennedy. It would also impact those people
driving on South Boulder Road east trying to
turn left into the proposed subdivisions. Felt
this was a significant impact and felt that
we have to look beyond this immediate sub-
division. He had no doubt that this was a
good subdivision and that most of the guide-
lines have been followed, if not all. But,
it is 338 units, is quite a few people, and
does impact heavily particularly the people
in the second and third wards. The answer
he received the last time he spoke was that
someone could always drive south and take
the Boulder Turnpike, which to him was an
inadequate solution to this problem.
