<br />Suggestions by Councilmembers <br /> <br />Concerns <br /> <br />APPROVAL TO ADVERTISE FOR <br />\YOR'S TASK FORCE <br /> <br />9/6/83 <br /> <br />Page -3- <br /> <br />Discussion by council that the following <br />suggestions be added to the criteria: <br />Task Force be held to 15 members. Liasons, <br />i.e. Chairman of the Planning Commission and <br />Mayor should not be able to vote on any of <br />the issues but give a progress report to <br />Council intermittently; also 2 Task Force <br />members be present at all Planning Commission <br />and Council meetings. Rather than giving <br />information primarily to the Task Force <br />have them request the type information they <br />wished. provisions be made for minority <br />views on the final report. Have them determine <br />all capital improvement needs. Give analysis <br />why cities get in the position of needing <br />a growth management plan. Help us avoid <br />getting into a similar position as Boulder <br />yet maintain a good quality of life in the <br />community. Determine what our City's role <br />would be to help the entire Front Range be a <br />good place to live and discuss this both at <br />a County and Regional level. Make a tax <br />structure comparison of all the cities in the <br />front range area, not Boulder County alone. <br />Rate of growth is the true issue with more <br />emphasis on quality of life and to some degree <br />the ultimate size of our community taking <br />into consideration i.e. traffic congestion, <br />and crime rate. <br />Concerns expressed were: Mayor's Task Force <br />without Council participation - wished assur- <br />ance that a cross section of the community <br />would be appointed that would be non-biased <br />when dealing with all issues. Questioned <br />would any of the appointees derive direct <br />benefits from growth? Acceptable standards <br />should be established by the City of Louis- <br />ville - not the Task Force. Also that the <br />Task Force not be given attorney/client in- <br />formation i.e. water rights, etc. <br /> <br />It was the general consensus of councilmembers <br />that the timing of the formation of the Task <br />Force was of a political nature. However, <br />they favored a permanent Citizens Advisory <br />Committee to study the concerns. <br /> <br />Mayor Meier moved, Councilman Cussen seconded <br />that the Mayor be authorized to advertise for <br />creation of the Mayor's Task Force. <br />
