Suggestions by Councilmembers Concerns APPROVAL TO ADVERTISE FOR \YOR'S TASK FORCE 9/6/83 Page -3- Discussion by council that the following suggestions be added to the criteria: Task Force be held to 15 members. Liasons, i.e. Chairman of the Planning Commission and Mayor should not be able to vote on any of the issues but give a progress report to Council intermittently; also 2 Task Force members be present at all Planning Commission and Council meetings. Rather than giving information primarily to the Task Force have them request the type information they wished. provisions be made for minority views on the final report. Have them determine all capital improvement needs. Give analysis why cities get in the position of needing a growth management plan. Help us avoid getting into a similar position as Boulder yet maintain a good quality of life in the community. Determine what our City's role would be to help the entire Front Range be a good place to live and discuss this both at a County and Regional level. Make a tax structure comparison of all the cities in the front range area, not Boulder County alone. Rate of growth is the true issue with more emphasis on quality of life and to some degree the ultimate size of our community taking into consideration i.e. traffic congestion, and crime rate. Concerns expressed were: Mayor's Task Force without Council participation - wished assur- ance that a cross section of the community would be appointed that would be non-biased when dealing with all issues. Questioned would any of the appointees derive direct benefits from growth? Acceptable standards should be established by the City of Louis- ville - not the Task Force. Also that the Task Force not be given attorney/client in- formation i.e. water rights, etc. It was the general consensus of councilmembers that the timing of the formation of the Task Force was of a political nature. However, they favored a permanent Citizens Advisory Committee to study the concerns. Mayor Meier moved, Councilman Cussen seconded that the Mayor be authorized to advertise for creation of the Mayor's Task Force.
