8/2/83

Page -3-

Alcoholic Beverages

Mr. Burch then inquired about the liquor
ordinances relative to the block party.
Attorney Rautenstraus advised there would
be no major problem as he is not selling
any of the alcoholic beverages but would
be required to follow the ordinances regard-
ing littering, disturbance of the peace, etc.

Councilman Fauson

Wished assurance that Mr. Burch would not be
selling tickets - no fees charged.
Burch advised that there would not be.

Councilwoman Morris

Inquired of Administrator Wurl, if the City
could provide the barriers requested by Mr.
Burch.
Wurl advised since just two ends of the street
would be involved - the City would provide them.

Councilman Cussen

Also apologized that the ordinance information
was not given to Mr. Burch in a timely manner
as requested in his letter; however stated
in the future please give enough notice so
this does not occur again with the live band.
Cussen inquired how many of the residents
within the area had been contacted.
Burch replied every resident on Griffith St.
had been contacted, but if councilmembers
wished those names in writing he would be
happy to furnish it to them.

Councilman Leary

Asked if this was essentially a neighborhood
party or would there be approximately 400-500
people?
Burch replied that it was essentially a
neighborhood party - asked that if the
neighbors asked friends to attend that they
limit it to a small amount. He did ask re-
garding the music, since it did state live
performances - would recorded music meet with
Council's approval?
Attorney Rautenstraus stated this did not
fit into the ordinance, but would be appli-
cable to the distrubance of the paeace req-
quirement therefore must be kept in,a vein'
that would not distuub others - no set decibel
requirement.
In reply to Councilman Fauson's inquiry, Mr.
Burch stated the hours for the party would
be from noon until 8:00 P.M., and he would
be responsible for setting up and taking
down the barriers
