<br />7/19/83 <br /> <br />Page -6- <br /> <br />Size <br /> <br />and there will be invested approximately <br />150 million dollars in the construction of <br />boundary control systems around the north and <br />northwest boundaries, eastern and western <br />boundaries around the Arsenal, including <br />the placement of barriers down to the bedrock <br />with pumps on either side to take out the <br />ground water, purify it and pump it back in <br />before it leaves the base. In addition there <br />are a number of actions to be taken by the <br />Army on the site to contain the problem. <br />Those were set forth by the U.S. Army Toxic <br />and Hazardous Materials Agency. Question <br />is if the actions proposed by the Army are <br />sufficient Those actions that the Army recom- <br />mended be taken would not be consistent with <br />any other use of any part of the Arsenal, in- <br />cluding the southern tier, where Denver pro- <br />poses to build its first run-way. <br />Leary inquired on the issue of size - has the <br />F.A.A. commented on this or would an adequate <br />size decision be with the F.A.A.? <br />Mr. Cutler replied that it was the F.A.A.'s <br />responsibility to ensure that an airport is <br />big enough to satisfy requirement of Federal <br />Law for safety. It was their contention that <br />those requirements are not as strict as they <br />should be. The F.A.A. has already stated that <br />they will have to use more than just the Arsenal <br />site - the ideal size would be approximately <br />38,000 acres. Even with the expansion onto <br />the Arsenal the acreage would be approximately <br />22,000 acres. <br /> <br />Councilman Leary inquired if there was a dif- <br />ference in the sites i.e. the Arsenal to any <br />of the proposed sites does the ability of <br />Adams County to develop property around the <br />airport either comme~cial or other type of <br />enterprise exist. <br />Cutler's reply was that Arsenal site was almost <br />entirely encircled by either unincorporated <br />Adams County or Commerce City. He further <br />stated that Adams County or Commerce City has <br />absolutely no interest in the revenues to be <br />generated by the airport sales and fuel tax, <br />which are the only revenues that go into the <br />City and County of Denver now, everything else <br />has to go back to the Airport Capital fund. <br />Stated that the extraordinary economic benefits <br />of redevelopment of Stapleton Airport to the <br />City and County of Denver have gone unacknow- <br />
