<br />5/18/83 <br /> <br />Page -17- <br /> <br />Mayor pro-tem Fauson thanked Ms. Bostwick <br />and continued the public hearing asking <br />for those in the audience wishing to speak <br />against Ordinance #794. <br /> <br />VIVIAN DHIEUX, 825 LaFarge <br /> <br />Stated she was present to speak in favor <br />of Dick Biella's petition that was before <br />Council this evening. At the time the Biella <br />annexation petition was presented to the City <br />of Louisville she was a member of the Planning <br />Commission. After many hours of review and <br />work sessions, the Commission voted 5-2 in <br />favor of the annexation. At that time hers <br />was one of the positive votes and wished to <br />mention some of the factors that influenced <br />her vote. Did not wish to start an argument <br />with the people that spoke before her con- <br />cerning the 1500' buffer zone. That has <br />always been the intent of the Planning Commis- <br />sion that this open space area was to be pre- <br />served. It was her feeling the best way to <br />preserve an open space area is to have control <br />of the land that it is involved in. Other- <br />wise, we would find ourselves paying the prop- <br />erty owner an amount of moeny to preserve <br />this open space which was committed to the <br />Boulder County Comprehensive Plan. She <br />felt that by annexing this land we could insure <br />our commitment through the Boulder County <br />comp plan. Without. it ,; wewQuld /have no idea <br />who might come in to annex the property and <br />would have no intention of honoring Louis- <br />ville's commitment to that plan, thereby the <br />opportunity to preserve this open space would <br />be lost. Also, at the time the petition of <br />annexation was presented, it was complimentary <br />to the land that was adjacent to it, that <br />was previously annexed. To her knowledge <br />the zoning on that land has not been changed <br />to date. Knew therewas a lot of controversy <br />but felt at this particular time, the annexa- <br />tion of the Biella property is still compli- <br />mentary to that zoning and should be defined <br />as such. Also, city water and sewer services <br />are nearly completed to this area, which would <br />be less expense for the City at this time. <br />Requested City Council to consider the petition <br />that Mr. Biella has presented and send the issue <br />to a vote of the people. <br />
