5/18/83 Page -17- Mayor pro-tem Fauson thanked Ms. Bostwick and continued the public hearing asking for those in the audience wishing to speak against Ordinance #794. VIVIAN DHIEUX, 825 LaFarge Stated she was present to speak in favor of Dick Biella's petition that was before Council this evening. At the time the Biella annexation petition was presented to the City of Louisville she was a member of the Planning Commission. After many hours of review and work sessions, the Commission voted 5-2 in favor of the annexation. At that time hers was one of the positive votes and wished to mention some of the factors that influenced her vote. Did not wish to start an argument with the people that spoke before her con- cerning the 1500' buffer zone. That has always been the intent of the Planning Commis- sion that this open space area was to be pre- served. It was her feeling the best way to preserve an open space area is to have control of the land that it is involved in. Other- wise, we would find ourselves paying the prop- erty owner an amount of moeny to preserve this open space which was committed to the Boulder County Comprehensive Plan. She felt that by annexing this land we could insure our commitment through the Boulder County comp plan. Without. it ,; wewQuld /have no idea who might come in to annex the property and would have no intention of honoring Louis- ville's commitment to that plan, thereby the opportunity to preserve this open space would be lost. Also, at the time the petition of annexation was presented, it was complimentary to the land that was adjacent to it, that was previously annexed. To her knowledge the zoning on that land has not been changed to date. Knew therewas a lot of controversy but felt at this particular time, the annexa- tion of the Biella property is still compli- mentary to that zoning and should be defined as such. Also, city water and sewer services are nearly completed to this area, which would be less expense for the City at this time. Requested City Council to consider the petition that Mr. Biella has presented and send the issue to a vote of the people.
