<br />5/18/83 <br /> <br />Page -18 - <br /> <br />JOHN STOUT, 300 Spruce St. <br /> <br />Stated he was not a public speaker and asked <br />councilmembers to bear with him. Directed <br />his comment to Councilwoman Morris that he <br />would like to have her understand what he <br />was trying to say, as he had read a recent <br />article in the paper - an interview by her - <br />where he felt a statement was made that she <br />liked to understand what people are saying. <br />Stated a little over a year ago - in fact <br />in January, he came down and spoke for the <br />Biella annexation for several reasons. <br />First was because of its location - an easy <br />access to Highway 36. Secondly the amount <br />of land that this owner was going to give <br />to the City for this annexation. Thirdly, <br />because of the amount of water this owner <br />was going to give to the City, which he felt <br />was twice that required of him. Also, be- <br />cause of the right-of-ways that he would give <br />that would keep us from going through com- <br />demnation to get these right-of-ways. So <br />he felt it was a very good annexation - one <br />of the best that we could have. At that <br />time, the City Council saw fit to not let <br />it be annexed. Then it went to some kind <br />of hearing and a Judge made a ruling saying <br />that this Council really didn't show just <br />cause why it should be kept out - they should <br />show just cause. Felt any annexation was <br />there and for it not to be brought in was <br />his opinion it should be because of a reason. <br />The only reason he heard from Council was <br />that it was not in the comprehensive plan. <br />But this really didn't effect what the Judge <br />~~id. He said it should have been annexed <br />or there should have showed just reason. <br />Commented again to Councilwoman Morris he <br />was not a very educated person; but felt he <br />was knowledgeable when something was good <br />and when something was bad. And if Council <br />denied the citizens of Louisville the right to <br />vote on this annexation; since it was passed <br />by one City Council, then denied by this one; <br />also the Judge said just cause was not shown, <br />then he felt that Council would be denying <br />the people of Louisville their right to voice <br />their opinion. <br />
