<br />5/3/83 <br /> <br />Page -8- <br /> <br />Mayor Meier opened the public hearing and <br />Attorney Rautenstraus certified proper <br />publication of the public notice. <br /> <br />In reply to Mayor Meier's request for a <br />listing of the businesses this ordinance <br />would effect, City Engineer Blanchard ad- <br />vised a final listing was not available <br />at this time, as it would require an on- <br />sight evaluation which has not been com- <br />pleted. The major user effected would <br />be Storage Technology and they already <br />have a pre-treatment program presently <br />in use. Other businesses that will be re- <br />viewed will be Explosive Fabricators, and <br />three Service Stations. <br />Mayor Meier expressed his concern that the <br />list was not available so that the owners <br />could have attended the public hearing and <br />comment on the regulations in the ordinance. <br /> <br />Mayor Meier asked if there was anyone in <br />favor of Ordinance #795. None. Anyone <br />in opposition to Ordinance #795 - none. <br /> <br />Duncilwoman Morris <br /> <br />Commented that she shared Mayor Meier's con- <br />cern regarding the people who would be <br />directly effected by the ordinance. Suggested <br />before Council take official action on the <br />ordinance this public hearing be extended <br />so the effected owners can be contacted and <br />if they need to respond be given the oppor- <br />tunity to do that. <br /> <br />Councilman Ferrera <br /> <br />Referred to a section of the ordinance on <br />page 6 requiring a direct service connection <br />to a city sewer main, inquired if this would <br />apply to the properties east of Hiway 42. <br />Administrator ~~rl advised since the City <br />does not have service to them at the present <br />time, this requirement would not apply. <br /> <br />City Engineer Blanchard <br /> <br />Commented what prompted this ordinance to <br />be written is that it is a requirement of <br />of our discharge permit on the City's waste- <br />water plant. One of the regulations of the <br />State Health Dept. is that the City have in <br />effect an industrial pre-treatment program <br />in addition to a method of enforcing the <br />program in the form of an ordinance.
