<br />City Council <br />Meeting Minutes <br />January 20, 2009 <br />Page 4 of 5 <br /> <br />DISCUSSION/DIRECTION - CONSIDERATION OF SEARCH FIRM FOR <br />LIBRARY DIRECTOR <br /> <br />City Manager Fleming explained Staff would like to engage the services of an <br />executive search firm to improve the chances of getting a strong pool of <br />applicants for the Library Director position. An executive search firm will help <br />seek out and recruit experienced candidates who meet the profiles and needs of <br />the City and the Library Board and who might not otherwise apply. There are <br />executive search firms who specialize in recruiting in the public sector specifically <br />recruiting public library executives. Staff estimates the cost for an executive <br />search firm will cost between $25,000 and $30,000, which is not included in the <br />2009 budget. If approved, Staff will prepare a supplemental appropriation with <br />the funding coming from the General Fund reserves. <br /> <br />COUNCIL COMMENT <br /> <br />Councilor Sackett stressed the importance of the City's Library and voiced his <br />support of Staff's recommendation. <br /> <br />Mayor Pro Tem Marsella recognized the Human Resources Department for their <br />recruitment efforts. She inquired whether the $25,000 cost for a search firm <br />warranted their recruitment efforts. <br /> <br />City Manager Fleming explained a search firm has contacts within the field and <br />would solicit the best candidates for the position. He requested Council direction. <br /> <br />Councilor Dalton asked how extensive the position was posted in the last <br />recruitment effort. He suggested the position be posted across the country and <br />using the $25,000 as a moving stipend. <br /> <br />Human Resources Manager Hix stated the last recruitment efforts were quite <br />extensive. She noted a search firm will look for the best candidate for the <br />position. City Manager Fleming stated the assessment phase can be completed <br />by the City Staff. <br /> <br />Mayor Pro T em Marsella asked if there would be any salary savings to offset the <br />$25,000 for a search firm. City Manager Fleming stated there may be some <br />funds available in the Library budget. The budget would have to be reevaluated. <br /> <br />Councilor Muckle asked for the balance in the general fund reserves. Finance <br />Director Watson reported there is approximately 4 million dollars in reserves. <br /> <br />Councilor Sackett stressed the City wants to get the right person for the position <br />and the chances of getting the right fit may be through a professional recruiter. <br />Councilor Dalton supported hiring a search firm. <br />
