<br />City Council <br />Meeting Minutes <br />February 3, 2009 <br />Page 3 of 6 <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Fleming welcomed Aimee Schumm, Interim Library Director and <br />noted she served as Technical Director for three years. He addressed the <br />training day for City employees on President's Day, February 16. City Hall and <br />the Library will be closed, but the Golf Course, Recreation Center and all 24/7 <br />operations will continue as usual. Morning sessions: Public Involvement Policy, <br />Media Relations, Computer Training, Ethics in the Work Place, a CPR refresher <br />course and discussion on healthy life style. Afternoon sessions will center on <br />departmental specific training, based on the Department Director's determination. <br /> <br />Mayor Sisk noted the US 36 coalition will return to Washington, D.C. for <br />transportation funding on February 10, 11 and 12. Mayor Sisk and Deputy City <br />Manager Balser will join the US Coalition in Washington. <br /> <br />REGULAR BUSINESS <br /> <br />MOTION TO APPROVE THE FRAMEWORK FOR AN INTERGOVERNMENTAL <br />AGREEMENT WITH THE TOWN OF SUPERIOR FOR LIBRARY SERVICES <br /> <br />City Manager Fleming reviewed a report provided by the Town of Superior, which <br />outlines a framework to reestablish full library services for residents of Superior. <br />The Superior Board of Trustees approved this framework on January 26, 2009. <br />The framework covers the following items: <br /> <br />· Term: Two Years; through December 31,2010 <br />· Financial Obligations: $115,000 in 2009, prorated from the date of service <br />reinstatement; and $125,000 in 2010 <br />· Future Obligations: By April, 2010, the Town will conduct a millage <br />referendum requesting a 1.5 mill levy for future library services; or an <br />alternative plan for the creation of a municipal library in Superior <br />· Representation: Louisville will amend the composition of its Library Board <br />to include representation from the Town of Superior <br />· Minimum Service Levels: Louisville will agree to maintain existing service <br />levels, including hours and days of operation <br />· Annual Payments: The initial payment will be made to Louisville with 15 <br />calendar days of reciprocal approval of this memorandum of agreement <br />· If for any reason this memorandum of agreement, or subsequent <br />intergovernmental agreement is terminated, any pre-paid funds will be <br />reimbursed to Superior on a prorated basis <br />· Subsequent Agreements: Both parties agree to expeditiously draft and <br />ratify a formal intergovernmental agreement that memorializes these <br />terms. Additionally, any future agreements will be subject to annual <br />appropriation. <br />
