He praised her expertise in working with businesses, <br />Business Assistance Packages (BAP) and her economic development efforts. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilor Dalton commended Ms. Hogan for her work with the Business <br />Retention and Development Committee (BRAD). <br /> <br />Mayor Sisk expressed his sincere thanks to Ms. Hogan. <br /> <br />RESOLUTION No.9, SERIES 2009 - A RESOLUTION APPROVING A <br />REQUEST FOR A SPECIAL REVIEW USE (SRU) PERMIT TO ALLOW FOR <br />THE PLACEMENT OF AN ALTERNATIVE TOWER STRUCTURE (ATS) CMRS <br />FACILITY ON PROPERTY OWNED BY CONOCOPHILLlPS <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Planning Director Wood explained the applicant Sprint Nextel, is requesting an <br />Alternative Tower Structure (ATS) monopole on the ConocoPhillips property. An <br />ATS in the industrial zone district requires approval of a special review use. <br /> <br />Sprint Nextel currently has their cellular equipment located on the roof of building <br />2A on the ConocoPhillips property, which will be demolished. Therefore, Sprint <br />Nextel must find an alternative location for their cell equipment. According to the <br />letter of intent, the applicant states the ATS will act as a temporary solution for <br />cell equipment placement until ConocoPhillips has constructed a new building in <br />the immediate location. The Planning Staff recommends this A TS be reviewed <br />as a permanent structure. <br /> <br />The A TS is designed to match the existing Excel Energy transmission poles <br />located on the property. The cell equipment and dish would be located within a <br />monopole and painted to match the color of the transmission pole. The design <br />would blend in with the existing pole structure. The requested height is 80 feet, <br />however the maximum height established in the Industrial Zone District is 50 feet. <br />The proposed ATS complies with the required setbacks. <br /> <br />The applicant proposes to locate the ground mounted mechanical units (GMMU) <br />adjacent to the proposed ATS. The site required is approximately 10 feet X 15 <br />feet, and will be located on a concrete pad. The GMMU cabinet will stand <br />approximately 5 feet 10 inches. <br /> <br />Sprint Nextel is a licensed provider by the FCC and will comply with all applicable <br />FCC rules pertaining to the CMRS facility, including regulations regarding human <br />health and exposure to radio frequency emissions. <br />
