<br />City Council <br />Meeting Minutes <br />March 3, 2009 <br />Page 4 of 8 <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Public Works Director Phare explained the IGA with Boulder County provides for <br />the disposition of recyclable material with Boulder County Recycling Facility <br />(BCRC). The agreement specifies the conditions which recyclables will be <br />accepted at the facility, including hours of operation and the list of materials not <br />acceptable. The IGA also has provisions for revenues from recyclables. At this <br />time BCRC is not paying for recyclable material. Although there is no revenue <br />anticipated in the near future, in the long-term it is anticipated revenue will be <br />generated from disposition of the recyclables. He noted the recyclable materials <br />not acceptable include: auto batteries, household cleaners, propane bottles, <br />vehicle maintenance fluids and paint and varnishes. The public will be advised of <br />the single stream recyclables. <br /> <br />COUNCIL COMMENT <br /> <br />Mayor Sisk asked if the City will see any revenue as a result of the recycling <br />program. Public Works Director Phare responded not at the point of <br />implementation. He noted earlier on in the process there was some revenue <br />projection, but given the current market no revenue is anticipated. He explained <br />that is why the $0.50 administrative fee will be collected on each account. <br /> <br />PUBLIC COMMENT <br /> <br />Lucas Lauer, Troup 575, asked if the City will supply recycling bins. Public Works <br />Director Phare explained three different sizes of recycling bins; 32 gallon, 64 <br />gallon and 96 gallon will be available. <br /> <br />MOTION: Councilor Muckle moved to approve the IGA with Boulder County, for <br />acceptance of recyclables at the Boulder County Recycling Facility, seconded by <br />Mayor Pro Tem Marsella. All in favor. <br /> <br />JANUARY - FEBRUARY ECONOMIC DEVELOPMENT BRIEFING <br />BECKY HOGAN, EDGE CONSULTING <br /> <br />Becky Hogan, EDge Consulting, 56 Steele Street, Denver, CO updated Council <br />on economic developments in January and February. She explained one of the <br />key tools in economic development is the retention visits and noted it is a very <br />tough time for small businesses. Many businesses are now calling for <br />assistance. She reported on preparation for a CEO Roundtable Discussion, <br />where Louisville CEO's will have an opportunity to participate. She thanked the <br />Mayor and City Council for their support. She noted the City's economic <br />development over the past two years included the Business Assistance Package <br />(BAP), the business retention visit program, economic development efforts, and <br />the encouraging bonds between businesses. <br />
