Councilman Leary
Overtime

RESOLUTION #40 ADOPTED

RESOLUTION #41 - AMEND 1983
BUDGET

Councilman Cussen

12/21/82

Page -10-

It was the general concensus of Council that
a statment be made to the employees that
the following fringe benefits were provided
to the extent as approved by the Council on
an annual basis, list them separately, and
hand them out to the employees on an infor-
mational sheet along with the personnel
policy on an annual basis, thus eliminating
the need to modify the personnel policy.

Inquired on overtime if the employee was
paid triple time for 1-4 hours and double
time for 5-8 hours on a holiday?
Chief Accountant Caranci stated they would
receive double time for the first 4 hours
and straight time for the 4 remaining hours.
Discussion by Council to change 4.3-C to
read 1-4 hours double pay and 5-8 hours
double pay.
Leary questioned paying an employee for a
~ day for working only one hour on a holiday.
Councilman Ferrera and Administrator Wurl
supported the ~ day pay by stating on a
holiday the employee is inconvenienced, cited
an example of the employee being called on
Christmas Day for snow removal at City Hall,
the Fire Dept. and the Police Dept. and per-
haps works 2 hours, he will get paid for 4 hrs.

Councilwoman Morris moved, Councilman Cummings
seconded that Resolution #40 be adopted as
corrected. Question called for. All in favor.
Motion carried unanimously.

Each councilmember had a copy of the resolu-
tion and Attorney Rautenstraus read it in
its entirety.

Referred to the memo provided by Director
of Public Safety Leesman and felt two issues
were involved. First that an additional
patrolman would be needed, and secondly the
transfer of funds was debatable to fund the
position. Agreed that an additional patrol-
man was needed, but preferred the funding
be provided other than from the water and
sewer funds.
Director Leesman had provided information
to show $8700.00 of the funding from his
budget - transfer requested was for $12,000.00
to fund the position.
