<br />12/21/82 <br /> <br />Page -9- <br /> <br />';rievances <br /> <br />Commented she had spoken with Accountant <br />Caranci and Attorney Rautenstraus relative <br />to an employee grievance and if the grievance <br />is his supervisor or something he/she cannot <br />discuss with the supervisor, there is no <br />alternative or other person to go to accord- <br />ing to this personnel plan. She felt some- <br />thing should be stated in the plan that if an <br />employee has a grievance against his/her <br />supervisor they should have an alternative <br />person with whom to express their grievance. <br />Felt the chain of command should be followed <br />and the supervisor should be made aware of <br />the problem primarily. Then if the employee <br />still feels he cannot resolve the problem <br />he should speak with the Administrator. <br />Also felt that the supervisor was due the <br />courtesy of first being made aware of the <br />grievance. <br />No action taken to alter this section. <br /> <br />Administrator Wurl <br /> <br />Councilman Ferrera <br /> <br />Councilwoman Morris <br /> <br />Referred to section 6.2B - Grievance steps <br />"within 5 working days after the employee <br />knows or reasonably should have known of the <br />occurence of the event;" felt the wording <br />should be clarified - especially "reasonably <br />should have known". Also, felt that the 5-day <br />period was not a reasonable period of time. <br />Discussion by council to change 5 working <br />days to 10 working days throughout the <br />entire section and the words or reasonably <br />should have known be deleted from the section. <br /> <br />Councilman Cussen <br /> <br />Wished the Affirmative Action plan be stated <br />in the personnel code. Accountant Caranci <br />to add this. <br />Cussen then referred to section 5.11 Fringe <br />Benefits - commented their is no indication <br />on the employee's check stub that portion <br />of the salary the City is contributing in <br />terms of fringe benefits. Felt this package <br />was one of the best on the Front Range. He <br />felt that the 100% coverage of Medical in- <br />surance, including family coverage by the <br />City should perhaps be reviewed by Council <br />each year when the budget process is discussed. <br />Suggested the employees be provided ffil informa- <br />tional sheet stating the benefits funded by <br />the City, if this should change in a given <br />time period a new sheet be provided. <br /> <br />Administrator Wurl <br />
