<br />12/21/82 <br /> <br />Page -13- <br /> <br />COUNTY LAND ACQUISITION <br /> <br />Counci1members had been provided a memo <br />from Administrator Wur1 recommending the <br />purchase of the property; stating justifi- <br />cation and a 5 year payment schedule at <br />10% interest. Suggested the purchase be <br />made from the Water Rights fund. <br /> <br />Commented for him the land was not a high <br />priority for open space and as for water <br />plant expansion it was premature. Stated <br />he had reviewed the Harper Lake and Louis- <br />ville Feasibility Study, felt a lot of work <br />had to be done before the expansion decision <br />is made. Also remarked that in the study <br />land acquisition was not stated. <br />Administrator Wur1 advised the figure given <br />in the study was dealing with the problems <br />at the present reservoir. Supported his <br />recommendation of the purchasing the land <br />by stating in the future the reservoir <br />will have to be expanded and improvements <br />made that will be required by the State <br />Engineer. His concern was that presently we <br />have the opportunity to purchase raw land <br />to deal with the expansion. <br /> <br />Councilman Leary <br /> <br />Councilman Cummings <br /> <br />Leary remarked since he had not come to the <br />same conclusion as Wur1, nor did the Harper <br />Lake - Louisville Reservoir study, he did not <br />favor spending $180,000 without further review. <br /> <br />Inquired what the Aqarius payment was? <br />Accountant Caranci advised $28,000. <br /> <br />Councilman Cussen <br /> <br />Concurred with Councilman Leary to spend <br />$180,000, without further review of the overall <br />water plan. <br />Administrator Wur1 advised that the Harper <br />Lake study was stating what had to be done <br />presently; but did not contain future deter- <br />minations on required improvements. And <br />when that time comes perhaps there would be <br />8 homes on the land. <br /> <br />Councilman Leary <br /> <br />Inquired if we could ask Boulder County if <br />this could be delayed for 30 days? <br /> <br />Bob Grube, Land Officer <br />Boulder County <br /> <br />Was present and advised that another 30 days <br />would not be determenta1 to the negotiations. <br />
