10/19/82

Page -15-

SMALL CITIES GRANT

Administrator Wurl advised in addition to
the report this evening a public discussion
is to be held with Council on our application
for a Small Cities Grant.

Director Rupp

Advised Council and had provided them with
a memo for discussion on the proposal. He
advised as part of the process to file the
application to HUD we have to provide an op-
portunity to citizens to participate in the
process. It was published in the Louisville
Times that the City does intend to apply for
a Small Cities Grant. The funding for a
single purpose grant allows the City to apply
for up to $400,000.00. There is not a lot
of money that the State of Colorado has been
awarded for the fiscal year 1982 funding.-
approximately $5,000,000.00. The application
will be rated on a point system. Part of this
process is that if the City is dealing with
something to help eliminate slums, blighted
areas, to aid low and moderate income persons, and
an imminent need. Public facilities planning
is part of the grant application. The intention
is to prepare an application; have identified an
area in the downtown part of Louisville, the
owners of the property have been approached.
Mr. Mark Adams of the Louisville Development
Corporation has contacted the various property
owners and has indicated to them what the
City's interest is in the possibility of
obtaining their sites for acquisition.
A map was provided Mayor and council depicting
the area. Rupp further stated some of the
housing units that are on the property who
have residents could be relocated into our
family housing project, the Hillside Square
townhouse project. Additional information
is being collated and the application will be
submitted by November 1, 1982.

Mayor Meier

Inquired if there was anyone present that
wished to speak regarding the Small Cities
Grant applicati.on. None.

Councilman Cummings

Inquired of Director Rupp if the project could
include the section east and west of Front St.
and Pine around Miner's Field as part of neigh-
borhood conditi.ons. It was his feeling that
sometime these residents felt they were being
slighted.
