<br />6/15/82 <br /> <br />Page -14- <br /> <br />Jouncilman Leary: <br /> <br />Councilman Leary moved that all persons <br />getting beer permits, wanting to drink <br />still have to get a permit, no matter <br />what the size of the group; secondly <br />any other group wanting to reserve parks <br />obtain a permit and all people pay a <br />$20.00 deposit, refundable if the park is <br />found in clean manner when you get done. <br />That way the budget is off-set, the <br />problem August is having and people will <br />get their money back. <br /> <br />Director Hioco: <br /> <br />Director Hioco requested that the item be <br />tabled for a future study session. <br /> <br />REBATES TO THE ELDERLY ON <br />WATER RATES: <br /> <br />Wurl reported that the City Attorney is <br />researching this. Curt reported it was <br />his understanding this was just for the <br />elderly, he didn't think that was approp- <br />riate; because Case Law says there is a <br />case involving Public Service that struck <br />down lower rates just for elderly. Present- <br />ly we rebate property taxes to the elderly. <br />It was his thought that the City do some- <br />thing similiar to what Public Service does <br />for low-income and the elderly such as <br />budget billing. Rautenstraus wished to <br />do more research. Wurl commented perhaps <br />one of the easiest things to deal with <br />in terms of publicity would be a simple <br />change in the present 100% rebate of the <br />City ad valorem tax. Secondly we have the <br />procedure already designed and functioning <br />that accomplishes that. <br /> <br />Councilman Leary: <br /> <br />Councilman Leary remarked that if this is <br />done he would like to research some income <br />level, as he did not think that it appro- . <br />priate to grant it to people who has sub- <br />stantial income. <br /> <br />Councilman Fauson: <br /> <br />Councilman Fauson moved, Councilman Ferrera <br />seconded that the City Administrator report <br />be accepted and placed on file. Question <br />called for - all in favor. Motion carried <br />unanimously. <br />
