<br />5/18/82 <br /> <br />Page -11- <br /> <br />sewer, gas and electricity, telephone, etc. <br />He expressed concern for the people on fixed <br />incomes and suggested perhaps something <br />could be done as they can't rely on a 43% <br />increase in income. He also wished he could <br />get such an increase. Statistics show that <br />45% of a person's income is being spent for <br />some kind of a tax - Council should take <br />this into consideration too. It was his <br />feeling that consideration be given to the <br />proposal as to reaching a desired level; <br />there is a difference between a desired <br />level and a level that we can afford. <br />It was his thought that City Council and <br />Staff in Louisville have generally done a <br />good job in many areas; but felt this pro- <br />posal should be reviewed to make the increase <br />less. <br /> <br />Nadine Lybarger <br />1428 Main St. <br /> <br />Commented she lived in the older part of <br />town, east of the RR tracks, north and it <br />was her thought that we should not have <br />the water rate increase, especially for <br />people on fixed incomes. She felt if <br />money was transferred from a particular <br />fund, it should be returned to that fund. <br />If she borrowed money from her food bill <br />to buy clothing, she would have to return <br />the money to her food budget or someone <br />would go hungry. <br /> <br />Remarked that the flier delivered to her <br />residence was rain soaked and she was unable <br />to read it.so she was unaware what it con- <br />tained until this evening. Stated years <br />ago she attended Council meetings when water <br />meters were being discussed, and at that <br />time, to her recollection, the older citizens <br />would not be required to have water meters <br />installed, until such time as the property <br />changed owners. In the meantime, meters <br />were installed throughout the City. All <br />services are being increased, i.e. water, <br />sewer, Public Service, Telephone, while <br />Reagan speaks of doing away with Social <br />Security funds. As a person depending on <br />Social Security payments and on a fixed in- <br />come she feared she would be unable to meet <br />her bills. It was her opinion the only thing <br />elderly homeowners would have as an alternative <br />would be to sellout. Again mentioned Reagan <br /> <br />Eleanor Cantrell <br />945 Griffith St. <br />
