She com- <br />pared the United States to Russia by stating <br />about 10 years ago Russia made a statment <br />all they had to do was wait, would not have <br />to fire a shot at America, that America <br />would destroy itself, and it was her thought <br />this was happening. <br /> <br />Tony DelPizzo <br />1337 Jefferson Ave. <br /> <br />Remarked that the increases presented to <br />former Council, of which he was a member, <br />for both sewer and water was to be appxoxi--, <br />mately $6.00. He .stated that the auditors <br />advised them that the water and sewer funds <br />were not meeting the expenditures, and this <br />should be reviewed to find additional revenues. <br />It was his feeling that the proposal was <br />complicated and was designed to bind the <br />taxpayers to pay more for water and sewer, <br />which will brown-out the City. It was his <br />opinion the average homeowner would be <br />paying $35.00 to $40.00 per month depend- <br />ing on the size of the property. Felt that <br />the statement that the water and sewer <br />funds showed a deficit was inaccurate; was <br />his feeling these funds supplemented others. <br />Commented to his recollection transfers <br />were made from the utility funds to supple- <br />ment the general fund, and the City was <br />solvent - when the budget was turned over <br />to the new Council at the end of the year, <br />there was no deficit. <br /> <br />Administrator Wurl <br /> <br />Advised in 1977 the City sold $123,442.00 <br />worth of water, but spent $136.755.00 on <br />the system, exclusive of capital improvements. <br />In 1978 revenues were $129,283.00 - expendi- <br />tures were $164,096.00; in 1979 - revenues <br />were $175,535.00, expenditures were $279,769.00; <br />in 1980 revenues were $202,479.00, expendi- <br />tures were $338,793.00; in 1981 revenues <br />were $200,926.00, expenditures were $345,302.00. <br />Wurl advised there was a depreciation figure <br />included that can be deducted. <br />DelPizzo inquired how much money was received <br />in tap fees over the years? <br />Wurl advised this money was spent for capital <br />improvements and water shares. <br />DelPizzo commented the City had projected <br />6,000 a.f. of water would be needed to supply <br />a poplulation of 13,000 people and it was <br />
