Schallock, Architect <br />747 Poplar Ave., Boulder <br /> <br />5/18/82 <br /> <br />Page -20- <br /> <br />Rupp stated some of the issues brought up <br />at the Planning Commission meeting involved <br />parking areas, amount of parking spaces, <br />and accesses to and from the site. <br />Director Rupp advised that a condition was <br />placed in the Special Review Use Agreement <br />that the improvements to South Boulder Road <br />would be completed by September 1, 1982. <br />It was his understanding that the applicant <br />mig~t have difficultly in meeting this <br />requlrement; , however it was staff's position <br />this deadline not be extended past October <br />1, 1982, which is when the paving season <br />ends. <br />Planning Commission recommended approval. <br /> <br />Represented the owners of the Church of <br />Latter Day Saints in Salt Lake City and <br />also the local congregation. He infomed,Cot.m.cil <br />the facility would be a 25,000 s.f. building. <br />The cultural hall would serve as a gymnasium <br />and an auditorium. The stake center will <br />serve as a worship facility primarily for <br />the Louisville congregation, in addition <br />serves as a meeting place for Broomfield, <br />Lafayette, Boulder and Longmont. Building <br />will be brick exterior, clay tile roof, with <br />extensive landscaping at the front of the <br />site attempting to screen the parking from <br />the road. <br />Mr. Schallock referred to item 4. of the <br />Special Review Use Agreement (of which <br />councilmembers had a copy) and stated not <br />only were they to address the fact of in- <br />vestigating joint access with Neodata but <br />there was an additional complication with <br />the Public Service right-of-way, which is <br />the intervening property between the Neodata <br />site. Also if joint access cannot be achieved, <br />that they would be restricted to a right turn <br />in and out of the property.according to City <br />standards. Salt Lake City has voiced some <br />concern that this seems too restrictive at <br />this time. Not knowing how the traffic flow <br />is going to work, what they do speculate is <br />that this will throw the majority of their <br />traffic on Washington Ave. and they don't <br />feel this either is in the City's or their best <br />interest. Therefore, they would like this <br />requirement relaxed until they investigate <br />how they will deal with South Boulder Road <br />ingress and egress with the Planning Dept. <br />
