4/20/82

Page ~4-

Mayor Meier asked if there was anyone
present supporting the application.

DR. DALE MARCOTTE

Represented the Boulder Valley Pow Wow
and stated their organization felt the
needs of the neighborhood were not being
met for a 3.2% beer license on the premises.
During the rodeos and other functions, they
felt beer should be available and a per-
manent license would better serve their
needs than several special events appli-
cations. He assured Council no beer will
be sold vl7hen the events involve minors
and children, i.e. Little Britches Rodeo.
Their organization would appreciate Council's
consideration of a permanent 3.2% beer
license.

Mayor Meier asked for staff presentation -
none. Anyone present in opposition to
the applicant. None.

,Juncil Comments
Councilman Fauson

Remarked he had expressed concern about
3.2% beer being served during the Little
Britches Rodeo when the application was
first submitted. It was his opinion Council
would have control over this type of situ-
ation if the Pow Wow organization did not
police the premises as promised, their
renewal license for the following year
could be denied. He appreciated Dr. Mar-
cotte's statement that liquor would not
be served during juvenile events.

Mayor Meier

Advised that at any time, if Council feels
that a liquor license is being abused by
any owner, it is your prerogative to call
them and hold a public hearing and their
license can be revoked at that time.

Councilman Leary

Expressed the same concern as Councilman
Fauson, but had a second concern. It was
his feeling this was not a good precedent
to set to grant a liquor license on open
space. He had no objections to granting
them for special events, but opposed the
permanent 3.2% beer license on open space,
as it is not an appropriate use.
