Leary had <br />no objection. <br /> <br />Councilman Cummings <br /> <br />Agreed with Councilman Leary that a fund <br />needs to be set up for open space and the <br />maintenance; however he felt since $77,000 <br />was a minimal amount to acquire open space, <br />this amount of money should be spent for <br />a more immediate solution to some of our <br />pressing problems. He did not feel he could <br />commit $52,000 to open space acquisition <br />and maintenanc:e without first tending to <br />immediate needs i.e. preserving the Community <br />Building, requests of the city departments, <br />etc. <br /> <br />Councilman Fauson <br /> <br />In essence agreed with Councilman Cummings, <br />stating priorities need to be in order and <br />the requests presented this evening should <br />be considered primarily. He also inquired <br />if by accepting Councilman Leary's motion, <br />this would be setting a policy for acquir- <br />ing open space. <br />Attorney Rautenstraus advised it was his <br />feeling the motion was broad enough that <br />a policy was not being set. It was his <br />opinion that the motion was stating that <br />a reserve fund be set up at this time, but <br />the money not be spent until a future date. <br /> <br />Councilman Cussen <br /> <br />Remarked he was sympathetic to all the re- <br />quests; however it was his philosophy the <br />funds had been given by Homart/Kahan to <br />help lessen the impact of the Shopping <br />Center on the city. Therefore, he felt <br />the funds should be corrmitted to open space <br />and revitalization of the downtown area. <br />
