<br />3/2/82 <br /> <br />Page -8- <br /> <br />Councilman Cummings <br /> <br />Questioned why council had asked for per- <br />sons requesting funds make presentations <br />when everyone 'was well aware of the Inter- <br />change Agreement and the provisions in it. <br />It was his opinion it was unfair to the <br />people making the presentations to allo- <br />cate all the funds in the manner stated <br />in Councilman Leary's motion, and more <br />discussion should be held by council. <br /> <br />Councilwoman Morris <br /> <br />Agreed with Councilman Cummings that further <br />discussion be held before the funds are <br />allocated, with consideration given to the <br />presentations made this evening. Basically <br />she too agreed. open space should be acquired. <br /> <br />Councilman Leary <br /> <br />Commented many of the presentations made <br />this evening could be requested at budget <br />sessions, but supported his motion stating <br />this was the intent of the Interchange <br />Agreement. He also advised $52,000 was not <br />a large amount of money to acquire open <br />space, but the total amount that would <br />be obtained from the agreement would be <br />$277,000. Even if LDC received $75,000, <br />there would still be $200,000 for open <br />space acquisition and maintenance. <br /> <br />Defeated <br /> <br />Question called for on the motion. Vote: <br />YES: Leary, Cussen <br />NO: Cummings, Fauson, Meier, Morris. <br />Motion defeated 4-2. <br /> <br />Question on the Motion <br /> <br />Councilman Leary moved, Councilman Cussen <br />seconded that of the $77,000 received from <br />the Homart/Kahan funds, $25,000 shall be <br />reserved for the Louisville Development <br />Corp. to be used for the downtown revitali- <br />zation. The issuance of this grant shall <br />be contigent upon the negotiation of a <br />memorandum of agreement between the City <br />of Louisville and the LDC. This agreement <br />shall include, but shall not be restricted <br />to, the foll~wing matters. <br />a) An explicit statement of the goals of the <br />LDC. <br />b) The manner in which the funds, along with <br />
