<br />1/19/82 <br /> <br />Page -3- <br /> <br />CONSIDERATION OF ORDINANCE <br />#746 - BIELLA ANNEXATION <br /> <br />Mayor Pro-tem Fauson advised this was not <br />a public hearing; however if there were <br />people in attendance that wished to speak <br />for or against: the ordinance they would <br />be allowed to do so. <br /> <br />RICHARD BIELLA - OWNER <br /> <br />MARCIA HUGHES <br /> <br />Richard Bie11a, 8184 Dillon Road, advised <br />he was sole o~mer of the property. It <br />was his feeling that council and the City <br />of Louisville owed him the same right as <br />that of the Centennial Valley Mall - a <br />vote of the people. He stated his appli- <br />cation for annexation had been presented <br />in May, 1981 and he had spent a lot of money <br />on this request. At the public hearings, <br />only Mike Cussen had spoken against the <br />annexation. Three generations of his family <br />have attended church, school, participated <br />in recreational activities, and shopped in <br />the City of Louisville. He also represented <br />the City on the Boulder County Fair Board <br />for many years and because of these strong <br />ties with the City felt his property should <br />be annexed. His property was served by the <br />Louisville Fire District and there was no <br />immediate need for city utilities - water <br />and sewer. An easement through his pro~erty <br />had been awarded the Town of Superior for <br />the sewer line if his annexation is approved; <br />if not the easment must be purchased. He <br />stated he went with representatives of the City <br />to the State relative to the sewer service <br />for Louisville and Superior. Another asset <br />he had offered the City was one share of <br />Coal Creek water worth $50,000. He remarked <br />the City of Louisville was the only city <br />that required a 1500' buffer zone and he <br />was willing to sell it to them, but felt <br />it would be condemnation without compensation. <br />He remarked that no mention was made from <br />council members regarding 1 1/3 acres taken <br />from the buffer zone for the interchange. <br />Again his request was for a vote of the <br />people on his annexation. <br /> <br />Reminded council members that Mr. Biella's <br />annexation had been approved by a majority <br />vote on December 15, 1981 - the personnel <br />
