Suggested that perhaps a summary
could be made of all the necessary documents
and the Attorney's statement that it was in
order.
Attorney Rautenstraus advised should there
ever be any question about the establishment,
it was best all the information be submitted
to Council in the event someone opposed the
application.

SPEED LIMIT SIGN ON FRONT
STREET

Directed his inquiry to City Engineer Blan-
chard - in October did we not propose a
20 MPH Speed Li.mit Sign on Front St.
Blanchard advised this would be incorporated
with the updated Hodel Traffic Code which
should be before Council soon.

Councilman Brown
Parks & Rec. Fees

Administrator Wurl

It was his opinion that the out-of-city
residents should pay l~ times the rate of
the city residents.
Director Hioco advised at present the out-of-
city residents do pay $2.00 more than in city.
He also stated that most classes are filled
with both in and out-of-city residenis and
perhaps if the fees were raised the classes
would not be filled. Hioco advised that
the fees were structured as those of Broom-
field and Boulder; however if the fees were
raised at a later date the out-of-city resi-
dents would be assessed f'i.rst.
Councilman Brown moved that out-of-city
residents be charged l~ times the fees charged
for in-city residents. Seconded by Councilman
Cummings.

Inquired of Director Hioco if the programs
pay for themselves at the present time.
Hioco advised they did and in some cases
realize a small profit.

MOTION TO RAISE FEES

Councilman Brown

Inquired what percentage of the classes are
out-of-city residents.
The reply was 10% and the increase would not
have a great effect on the participation.
It was Hioco's opinion that the fees were
in line with those of the surrounding areas.
