Seconded by <br />Councilman Fauson. <br /> <br />Councilman DelPizzo <br /> <br />Was of the opinion that the island <br />should be at Jefferson and South Boulder <br />Road and that a temporary stop sign be <br />placed at Centennial Drive and South Boulder <br />Road. <br /> <br />Councilman Domenico <br /> <br />Remarked that concrete was more expensive <br />than stop signs and it was his opinion <br />that 3-w3.Y Stop Sign at Main St. and South <br />Boulder road would be sufficient until <br />the signal light is installed. <br /> <br />City Engineer Blanchard <br /> <br />Replied that the Model Traffic Code and <br />the Manual on Uniform Traffic Control <br />Devices set the regulations and if they <br />are not followed the City it is .liable-for <br />accidents. He also advised that the warrants <br />for pedestrians is 150 people per hour <br />for 8 hours. <br /> <br />Roll call vote <br />motion. <br />Fauson <br />DelPizzo <br />Brown <br />Domenico <br />Meier <br />Motion carried <br /> <br />on Councilman Meier's <br /> <br />Yes <br />Yes <br />Yes <br />No <br />Yes <br />4-1. <br /> <br />Councilman Brown <br /> <br />Commented that the island on South Boulder <br />Road was a temporary solution, but the <br />only real solution was the traffic control <br />signal. <br />City Engineer Blanchard stated staff does <br />have plans thru the Major Thoroughfare <br />Fund to have median islands that will be <br />landscaped on arterial streets. <br /> <br />Councilman DelPizzo <br /> <br />Expressed his concern with the delay of <br />the signal light on South Boulder Road, <br />and expressed his concern with the interven- <br />tion of the state and federal regulations <br />to get this accomplished. He wished to <br />let the residents know that the delay was <br />not due to Council's negligence but the <br />frustrations with the state and federal <br />regulations. <br />
