<br />11/5/81 <br /> <br />Page -4- <br /> <br />along Coal Creek. A slide presentation <br />was sho"m of the property and each member <br />of Council had been provided with a copy <br />of the impact statement and a schematic <br />development proposal. The applicant has <br />agreed to the terms of the City and the <br />annexation agreement had been signed. <br />Daly Road would provide principle means <br />of access to the site from the north and <br />to the west. The area does lie within <br />the urban services area of the City, <br />zoning is consistent with the recommendations <br />of the comprehensive plan - staff's <br />recommendation is for approval of the <br />annexation and zoning request. <br /> <br />Mayor Caranci <br /> <br />Inquired if part of the site was in the <br />flood plain area. <br />Director Rupp replied yes a portion of <br />the land does lie in the flood plain area; <br />however the development will be outside <br />the 100 year flood plain. Staff asked <br />the applicant to bring in most of Coal <br />Creek as part of the annexation in order <br />to develop our trail system along Coal <br />Creek and to be left in its natural state, <br />and the applicant has agreed to this. <br /> <br />Mayor Caranci asked if there was anyone <br />present supporting the application. None. <br />Anyone opposed to the application - none. <br /> <br />DENNIS DRUM}l, 744 ~~IN ST. <br />REPRESENTING THE APPLICANT <br /> <br />He advised that the impact statement pro- <br />vides for 320 units, after planning the <br />figure is 316 units. The entire area, <br />approximately 26 acres along the flood plain <br />will be dedicated to the City as natural <br />open space. The Superior outfall sewer line <br />that will run from the Shopping Center to <br />the Sewer Plant also crosses this land. In <br />the sketch plan it was indicated that the <br />sewer line would be internal to this sub- <br />division, but the plan has been modified <br />so that it falls outside so it will run <br />unobstructed through this area, consequently <br />there will be no problem with the easement <br />for this sewer line. Mr. Drumm also stated <br />that the area had been undermined in the <br />past. The appropriate studies had been <br />completed by Dr. Charles Robinson's firm <br />Converse/ Ward and found to be safe for <br />development. <br />
