<br />11/5/81 <br /> <br />Page -7- <br /> <br />in the Centennial Valley area presently <br />zoned residential. In the Municipal Code <br />oil and gas exploration does require <br />Agricultural zoning and 5 acres is required <br />by ordinance. However the total 5 acres <br />is not needed for the field operation for <br />exploration. Martin Oil Co. along with <br />William ~~ Associates are the applicants. <br />Martin Oil Co. has leased the land and have <br />the mineral rights. The Hartin Oil Co. <br />has been advised that if the rezoning <br />is approved this evening it doesn't <br />necessarily mean that the oil and gas <br />exploration is an automatic approval. <br />This does have to come thru the Planning <br />Commission and Council. On the basis of <br />zoning only the staff has no position <br />against the request, the agricultural <br />zoning is consistent with the camp plan <br />as far as open space use - therefore, the <br />recommendation is favorable for rezoning. <br /> <br />lUncilman Meier <br /> <br />Inquired if there had been a similar re- <br />request before Council in the past. <br />Director Rupp and Attorney Rautenstraus <br />advised there had not been. <br /> <br />BILL MC COY - REPRESENTING <br />MARTIN EXPLORATION, 870 <br />WAITE DRIVE, BOULDER, CO. <br /> <br />Mayor Caranci asked if there was anyone <br />present supporting the application. <br />Mei.er <br />CouncilmaIlj requested that Mr. McCoy show <br />the slides and inquired why these sites <br />were chosen. <br />Mr. McCoy advised that their company had <br />been drilling in Boulder for 3-4 years <br />and were trying to follow patterns of where <br />we think oil and gas lies. Nartin Oil <br />has several wells on Highway 287 coming <br />south. The cost of drilling a well is <br />$300,000, so is not a wildcat operation. <br />Mr. McCoy then showed slides of the drilling <br />rig and stated it takes 15 days to drill <br />and therE~ is a fair amount of traffic during <br />the drilling. At that time they have log <br />books to find out if the well will produce. <br /> <br />Councilman Meier <br /> <br />Inquired what is done with the spoil that <br />comes from the well? <br />Mr. McCoy advised the gas is piped thru <br />a line provided by a pipeline company, <br />the oil is trucked off, the water and waste <br />
