City Council <br />Study Session Summary <br />March 15, 2022 <br />Page 2 of 3 <br />the consultants who provided a report to the team; staff will be making <br />changes to our process based on the report. <br />o You can expect changes to how often we communicate and to the <br />recovery and rebuild websites as well as changes to some of the <br />language we use. <br />o We are working with the state homebuilders association to connect us <br />with the national home builders association to help us put together a flow <br />chart for the rebuild process. We want to help people understand what is <br />time sensitive, in what order steps need to happen, and what to expect. <br />• The Planning Recovery Manager and City Manager Durbin are meeting weekly <br />with neighborhood liaisons. Questions from them generally fall into these <br />categories: clean up/debris removal; building codes & permit process; permit fee <br />structure; property taxes; covenants; and shared facilities such as fencing. <br />• We have some recommendations to no use leaf blowers around the ash. We are <br />looking at how we can amend our operations there. <br />• Staff is working on putting together information on what is needed for property <br />surveys. <br />• We are getting questions about building permit fees, with people asking us to do <br />what Superior has done. Superior amended their fees so they just cover the <br />direct cost of the building code implementation. However, our fee structure is <br />already designed that way. We are ramping up staffing to keep permitting <br />moving quickly and monitoring revenues and expenditures. Our permits only <br />cover cost of administration and staff will propose an adjustment of the fees if it <br />looks like we will see more revenue that we need to cover costs. <br />• IT says we are in a high risk hacker environment right now in the world and they <br />ask everyone to be cognizant of what you click on in emails and on the web. <br />Councilmember Most asked how many of the homes that are not fully destroyed qualify <br />for FEMA removal and reimbursement. City Manager Durbin stated we don't have an <br />exact number at this time. <br />Councilmember Brown asked what help the City can give neighborhoods on rebuild <br />issues such as architectural review. City Manager Durbin stated our consultant can help <br />them with some questions. There is already a model in town where an owners <br />association has contracted with an architectural firm to do reviews for them. <br />Councilmember Leh stated that at the hearing on Friday the judge will be looking at <br />specific factors before deciding if an injunction is appropriate or not. <br />Councilmember Brown stated he is getting questions about open space maintenance <br />changes that might be considered to mitigate fire risk. City Manager Durbin stated he <br />will bring back an update on this. We will have interim plans for this year and then will <br />have a longer term plan once the Facilitate Learning Assessment is complete later this <br />year. <br />
