Recreation Advisory Board
Minutes
March 28, 2022
David Baril reported that he held a meeting with representatives from National
Golf Foundation and local stakeholders, including RAB members, Coal Creek
golf players, and neighborhood HOA members.
Richard Singer, representing National Golf Foundation, joined the RAB
meeting to share information.
• The current clubhouse doesn't provide a good match with the
amenities that the Coal Creek Golf Course would like to provide. His
company plans to identify deficiencies and present solutions that would
allow more program elements.
• There are significant site constraints for renovation or rebuilding. Any
expansion must consider the floodplain of the nearby creek. A newly
discovered limitation is related to easements. There are gas and sewer
easements that go through the property near the clubhouse. Further
research is needed to determine who makes decisions about
easements and whether or not the easements can be adjusted to allow
renovation/expansion or replacement.
• With all of the site limitations, a viable option would be to add space
vertically, which would enhance views from the clubhouse. RAB
members asked if a vertical addition might block neighborhood views.
• There may be ways to adjust the space within the building to better
serve golfers and host events.
• Whenever you change a building, you need to comply with all ADA
regulations
• The Himalaya Green (Punchbowl Green) is underutilized and might be
repurposed. On the other hand, the putting green near the Clubhouse
is overused. Plans may include reconfiguration of these areas.
• RAB members asked if National Golf Foundation is looking at
renovation or rebuilding. Richard Singer responded that renovation can
be problematic and expensive, so building something new often works
better. However, the discovery of the easements may affect the
possibilities.
David Baril will provide updates at our next Board meeting. We hope to have
more information at that time.
RAB members discussed the information that was presented. A packet of
information was sent to us shortly before our meeting. We did not have time
to review the information before the meeting. The RAB board members
requested that documents be sent to us earlier. If documents could be
included in the agenda packet, that would be ideal. Minimally, we would like
to receive the documents a day before we meet. David Baril will pass along
this request to representatives from National Golf Foundation.
