Historic Preservation Commission <br />Meeting Minutes <br />April 11, 2022 <br />Page 2 of 4 <br />She mentions the landmark criteria and reviews each one. <br />Criteria 1: Landmarks must be at least 50 years old. <br />• 920 Parkview St was constructed approximately 1952, making it approximately 70 <br />years old. <br />Criteria 2: Landmarks must meet one or more of the criteria for architectural, social or <br />geographic/environmental significance. <br />• Architectural Significance — It represents a built environment of a group of people <br />in an era of history that is culturally significant to Louisville. <br />o This is a good example of the minimal Ranch popularized in America post - <br />WWII. Some aesthetic changes have occurred over time, but the integrity <br />and footprint largely remain the same. <br />• Staff finds that the style and integrity of the structure has probable cause to meet <br />the criteria for architectural significance. <br />• Social Significance — It exemplifies cultural, political, economic or social heritage of <br />the community. <br />o The house has extremely strong associations with the current owners of <br />the property still of the lineage of the Madonna family. The original owners <br />have ties to Louisville's coal mining heritage as well as to Louisville's <br />Italian immigrant community. <br />o Additionally, a former owner of the property, Joe Madonna, has ties to <br />many of Louisville's commercial heritage including Empire and <br />Steinbaugh's as well as the development of the Bella Vista neighborhood. <br />Joe named Barbara Street after Irene Barbara Madonna. <br />• Staff finds that the structure meets the cultural and social heritage of the <br />community and there is probable cause to meet the criterion for social significance. <br />Criteria 3: Landmarks should meet one or more criteria for physical integrity. <br />• Physical Integrity — It shows character, interest or value as part of the <br />development, heritage or cultural characteristics of the community, region, state, or <br />nation. <br />o The property retains four of the seven aspects of integrity: location, <br />setting, design, and association. It also has historical ties to Louisville's <br />coal mining industry as well as many of Louisville's downtown businesses <br />and neighborhood development. Remains in its original location, has the <br />same historic context after having been moved, or was moved more than <br />50 years ago. <br />o The subject property is found in its original location. <br />Staff finds probable cause that the structure meets the criteria for physical integrity. <br />Staff Recommendations: <br />Staff recommends that the HPC finds there is probable cause for landmarking 929 <br />Parkview under the criteria in section 15.36.050 of the LMC, making the properties <br />eligible for the cost of a historic structure assessment. The current maximum amount <br />available for an HSA is $4,000. <br />3 <br />
