City Council <br />Meeting Minutes <br />February 1, 2022 <br />Page 4 of 12 <br />Councilmember Most shared that she is uncomfortable with lack of a secondary access <br />road to the Monarch Campus. She believes BVSD has the ability to put in an emergency <br />road. She hopes that Council will address the issue with the school district. <br />None. <br />CITY MANAGER'S REPORT <br />REGULAR BUSINESS <br />DISCUSSION/DIRECTION — BUILDING CODE CONSIDERATIONS <br />Wildland Urban Interface Code <br />Principal Planner Lisa Ritchie stated staff is presenting an overview of the International <br />Wildland Urban Interface Code and also is presenting additional information regarding <br />costs and practical considerations of implementation of the recently adopted 2021 <br />International Energy Conservation Code (IECC) for fire affected residents. <br />She stated staff is still researching the Wildland Urban Interface (WUI) Codes. General <br />best practice is that these codes apply within 1.5 miles of wildlands. WUI Codes generally <br />include standards to protect structures from fire from an exterior source by requiring <br />certain construction methods and materials. Staff is suggesting an incentive program <br />such as rebates and building fee waivers (off -set through other funds) to encourage <br />people to build to these codes. <br />Staff is looking for feedback on the WUI code for reconstructed homes, support level for <br />an incentive program, support level to make this a requirement (after additional study), <br />and any additional information Council needs on this topic. <br />Mayor Pro Tem Maloney asked about structure density and location since there will not <br />be a change to lots sizes for the rebuild. Principal Planner Ritchie responded that there <br />are a range of types of measures, but the structure density isn't one that staff would <br />consider or recommend. Ones that staff might propose regulate the construction of the <br />building itself. <br />Councilmember Dickinson was curious about the effectiveness of requiring this with other <br />measures on the perimeter homes and was interested in what incentives there might be. <br />Councilmember Most stated that the City should be looking at improvements both for <br />homes being rebuilt and upgrades for existing homes. <br />2021 IECC Residential Net -Zero Appendix <br />Principal Planner Ritchie stated that in October the City adopted the 2021 International <br />Energy Conservation Code (IECC), with amendments and the Residential Net -Zero <br />
