City Council <br />Meeting Minutes <br />February 1, 2022 <br />Page 9 of 12 <br />Kindra Stockebrand, 824 Trail Ridge Drive, stated that building to include electric vehicle <br />readiness, and a larger electrical panel is capital that will be spent now without the <br />potential to be used. She lost her car in the fire and might not be able to afford a vehicle <br />after rebuilding. <br />Bridget Sargent, Troon Court, stated the chart needs to show total energy costs rather <br />than electric costs and expressed concerns regarding egress from Monarch campus and <br />neighborhoods in an emergency. <br />Alan Halpern, 1029 Turnberry Circle, stated there are multiple issues that are being <br />conflated and the code change is being presented as the solution. He feels <br />underinsurance can be remedied by a class action lawsuit, legislation or intervention by <br />the Division of Insurance. Building costs is a separate issue. He understands that time is <br />of the essence, but to jump to a solution of repealing the code may be too quick. <br />Carolyn Steffl stated Louisville is a suburban area and WUI is not truly appropriate to <br />consider. Requirements to rebuild to net zero and paying for solar would be a "tax" on <br />those rebuilding their homes as neighbors who didn't lose their homes would not be <br />required to pay for solar. She asked Council to waive the code or allow for variances as <br />quickly as possible. <br />Mayor Stolzmann continued the item to a future meeting and directed staff to obtain more <br />info on the following: Law & Ordinance insurance coverage, the legal definition of how it <br />how applies, how it differs across policies; more info on WUI; more information on <br />programs/commitments to help people financially, and possible cost savings regarding <br />natural gas use. She reminded residents that they can email additional comments and <br />those will be submitted as an addendum. <br />RESOLUTION NO. 4, SERIES 2022 — A RESOLUTION WAIVING BUILDING PERMIT <br />FEES FOR DEMOLITION OF STRUCTURES DAMAGED OR DESTROYED BY THE <br />MARSHALL FIRE <br />Director Zuccaro stated this resolution would waive demolition permit fees for anyone with <br />a home destroyed or severely damaged by the fire. The City will be administering <br />demolition permits for any home that isn't opting into the county coordinated debris <br />removal program. At this time he is unsure how many permits that will be, but based on <br />discussions with other communities there is an estimate of between 100-140 permits. <br />Waiving the fee could help expedite debris removal and help address environmental and <br />underinsurance concerns. Staff is proposing a time limit on the waiver as an incentive to <br />act quickly with a June 30th expiration date. <br />MOTION: Mayor Pro Tem Maloney moved to reorder the agenda to consider item 7C <br />before item 7B. Councilmember Dickinson seconded. VOTE: All in favor. <br />
