City Council <br />Meeting Minutes <br />February 1, 2022 <br />Page 10 of 12 <br />DISCUSSION/DIRECTION — PRIVATE PROPERTY DEBRIS REMOVAL <br />EXPENDITURES UPDATE <br />City Manager Durbin shared that Boulder County, Superior, and Louisville are working to <br />coordinate a debris removal program and that staff is working to put together an <br />application to FEMA for funding for the program. Preliminary costs are estimated to be in <br />the range of $75,000 per lot, or about $42-43 million total. The goal is to clear the lots <br />quickly so our residents can move back into the city as soon as possible. We hope to <br />have a response from FEMA in a couple of weeks. When the County hires a contractor to <br />do this removal, the City won't be issuing demo permits for those properties. We respect <br />that some homeowners want to do this on their own but this program will help us move as <br />quickly as possible on the rest of the lots. <br />Public Comments - None <br />Mayor Pro Tem Maloney asked if the funding includes foundation removal. City Manager <br />Durbin responded it does as well as soil testing, but not driveways and sidewalks. Mayor <br />Pro Tem Maloney stated he hopes for 100% funding from FEMA for this and that it will <br />help move things along quickly. <br />Mayor Stolzmann thanked staff for their work and pushing the urgency on this as it is a <br />substantial cost and risk on a fiscal level, but there is also a very big reward. <br />RESOLUTION NO. 4, SERIES 2022 — A RESOLUTION WAIVING BUILDING PERMIT <br />FEES FOR DEMOLITION OF STRUCTURES DAMAGED OR DESTROYED BY THE <br />MARSHALL FIRE <br />Motion: Councilmember Brown moved to approve Resolution No. 4; seconded by Mayor <br />Pro Tem Maloney. <br />Public Comments <br />Christian Dino, 967 Eldorado Lane, expressed concern about the time limit mentioned for <br />the no cost demo permit. He asked that no cost permits be available for those that have <br />opted in to the coordinated debris removal but decide to opt out later if the program isn't <br />being handled in a timely fashion. <br />Jim asked if the coordinated debris removal includes retaining walls. If there is something <br />left behind that needs to be removed by him, like the driveway, he would be required to <br />remove that and would like to have the no cost demo permit for that work. He asked for <br />an extend deadline. <br />Mayor Stolzmann stated she was open to language amending the language to address <br />the concerns of future unknowns, but Council can also extend this on June 30 if needed. <br />
