Follow up from Tim: Feels that the definition of "light industrial use" is a stretch. <br />Would like a survey of why people voted the way that they did, and does not <br />understand what is driving the urgency of the plan. <br />xiv. Steve Knapp: What is the status of the hospital's plans? Robb: No update. <br />xv. Sharon Mihally: how was the park size determined vs. the open space? <br />1. 2 years ago, applicant came with a few options. Location and size was <br />narrowed in on at the time to accommodate multi -purpose fields. Park <br />location is adjacent to school for better access to residents and school. <br />xvi. Ellen Toon: How does this Park acreage compare to Community Park? <br />1. Robb and Dean: Similar in size <br />2. Laurie Harford: Park land would not be developed for years, at which <br />time the new Parks director would be on -board. <br />Additional Discussion: around what PPLAB may speak to. PPLAB feels that <br />recommendation around Parks and Trails is appropriate; OSAB will have the same <br />opportunity. <br />o Discussion around reasoning for swinging Campus Drive to the South: interest <br />by Boulder County in swinging road down to create a buffer with Paradise Lane. <br />Everything North of Paradise Lane is unincorporated Boulder County. <br />o The Northwest corner is very hilly and there will be a lot of earthwork needed to <br />incorporate playing fields <br />o Discussion around definition of "rural": City has a comprehensive plan which <br />defines 'rural'. Plan does comply with the comprehensive plan definition of <br />'rural'. <br />o Review of Campus Drive placement on slides <br />o High Planes Environmental Center Discussion: would this be in open space only? <br />Applicant: the partnership will encompass the entire development. <br />o Applicant: Respects everything that has been said and feels that there has been <br />community outreach over the last year. There will be some higher story <br />buildings in the plan; GDP allows for up to 8 stories, though this is not the <br />applicant's intent. There has been extensive study by subject matter experts <br />regarding the road placement and feels that placement is sound. Park/Open <br />Space location is proposed based on community input. <br />o Technical clarification on building height: GDP anticipates heights higher than 3 <br />stories, though this must be done through a Planned Unit Development (PUD). <br />Set base code is 35 feet. <br />o History of Open Space acquisition in Louisville: It is common to dedicate more <br />than the minimum the code ordains (12%); however, some developers have <br />dedicated the minimum. Coal Creek Ranch dedicated the most, which includes <br />the golf course. Centennial Valley also dedicated a large amount which includes <br />Davidson Mesa. The two developments averaged 35-40%. Avista Health Park <br />dedicated 15%, Louisville Plaza 14%, St. Louis Parish 12%, and Dakota Ridge <br />20%. <br />o Mayor Stoltzman feels that larger developments should dedicate larger <br />amounts of open space. <br />5 <br />
