The proposal includes two additional multi -family structures that match the <br />existing Delo Apartments and are compatible with the surrounding area. <br />3. That the use/development is adequate for the internal efficiency of the proposal, <br />considering the functions of residents, recreation, public access, safety and such <br />factors including storm drainage facilities, sewage and water facilities, grades, <br />dust control, and such other factors directly related to public health and <br />convenience. <br />a. The development provides adequate access points and provides for future <br />connections to anticipated redevelopment to the east. <br />b. Cannon St. and Griffith St. pedestrian experience will be improved through <br />the construction of the detached walk and tree lawn. <br />c. The development corrects a known drainage issue by regrading and <br />directing water to appropriate detention areas. <br />4. That external effects of the proposal are controlled, considering compatibility of <br />land use; movement or congestion of traffic; services, including arrangement of <br />signs and lighting devices as to prevent the occurrence of nuisances; <br />landscaping and other similar features to prevent the littering or accumulation of <br />trash, together with other factors deemed to affect public health, welfare, safety <br />and convenience. <br />a. The development includes appropriately designed lighting, landscaping, <br />and site amenities. <br />b. With the proposed condition, limits are placed on exterior hours of <br />operation and amplified music to reasonable times. <br />c. Improves the current condition of the property, which is in disrepair. <br />The final plat proposes to consolidate Lots 1-9 and Tracts A, B, and C into one lot. The <br />applicant complies with all standards in Title 16, and city council will consider easement <br />vacations to align with the new development. <br />Staff Recommendations: <br />Staff recommends that the commission approve this application with the following <br />conditions: <br />1. The hours of operation for amenity areas and amplifies music be from 7:OOam <br />through 10:00pm, seven days per week. <br />2. Amend the PUD to require a black coated chain link fence around the pickleball <br />court. <br />Commissioner Questions of Staff: <br />Diehl asks if the plan for the outdoor amenity space was going to be roughly 9500 sq ft. <br />Ritchie says the staff report has the numbers but the areas are smaller. <br />Diehl asks if staff thought about having a traffic study conducted. <br />Ritchie says staff did not request a traffic study. The increase of a couple dozen units is <br />not enough to affect the surrounding area in a significant manner. <br />Howe asks where Maria Lane is. <br />Ritchie says it will be the most northern private drive running east and west. <br />Howe asks how that lane will be used. <br />Ritchie says it is intended to be used as a vehicle access for the private residents. <br />Osterman asks about the access road that connects Cannon to Highway 42.
