Economic Vitality Committee <br />Meeting Minutes <br />May 20, 2022 <br />Page 3of4 <br />Public Comment from Rick Kron: Mr. Kron requested that the Downtown <br />Business Association (DBA) be notified once the survey results have been <br />posted online. <br />VIII. Discussion- Economic Vitality Strategic Plan: Director Pierce summarized <br />the changes to the Economic Vitality Strategic Plan, including the updated <br />matrix. Director Pierce commented that most major initiatives for 2022 are <br />either already in process or will be feasible to begin. Action #54 will possibly be <br />delayed pending the final bag tax revenue amount, as this revenue will fund the <br />pilot program. <br />Councilmember Most questioned whether there are resources available from <br />Partners for a Clean Environment (PACE) for implementing the pilot program. <br />Director Pierce responded that staff is working with PACE and will continue to <br />seek their input regarding the pilot program. <br />Councilmember Most asked why Action #1-4 is slated for Q4 2022 and whether <br />it should be an ongoing action. Director Pierce responded that while staff is <br />always working on this item, there was not clear direction given from City <br />Council regarding specific attraction efforts for these properties in late 2021. <br />IX. Staff Updates: Director Pierce commented that Chase Bank will be closing its <br />location at 833 Main Street, but that staff has not received any indication of <br />future plans at this time. Yoga Junction (formerly 927 Main Street) is under new <br />ownership and will be relocating to 1065 Courtesy Road, which has never been <br />occupied. The new owner has already signed a lease and is therefore not <br />eligible for BAP assistance. Staff approved three new administrative BAP <br />applications for Scherer Violin, The Exercise Coach, and The Simon LLC. The <br />Louisville Revitalization Commission (LRC) approved five Fagade Improvement <br />Program requests in May. <br />Councilmember Most wondered whether the Chase Bank property could be an <br />opportunity for new small retail development. <br />X. Recent Articles: No comments. <br />XI. Next Meeting: The next regular meeting will be June 17, 2022 @ 1:30 PM and <br />is anticipated to include a report on the Business Satisfaction Survey results. <br />Chair Dickinson wondered how to involve the business community in <br />discussions about commercial building code changes and 30% affordable <br />housing. Director Pierce confirmed that Planning is handling the research and <br />engagement of the commercial building code changes and that Economic <br />Vitality has provided recommendations regarding engagement with the <br />business community. Councilmember Most questioned whether it would be <br />appropriate to include the business community in engagement efforts without <br />doing the same for the rest of the community who may also be impacted.
