Call to Order <br />David Blankinship called the meeting to order at 7:05 pm. <br />2. Roll Call <br />Board Members Present in Person: Susan McEachern, Peter Gowen <br />Board Members Present Remotely: David Blankinship, Charles Danforth, Helen Moshak <br />Board Members Absent: Laura Scott Denton, Jessamine Fitzpatrick, Thomas Neville <br />Staff Members Present: Ember Brignull, Rob Zuccaro <br />3. Approval of Agenda <br />Peter moved to approve the agenda, which was approved unanimously. <br />4. Approval of Previous Meeting's Minutes <br />David moved to approve the minutes as written. Susan requested that her concern <br />expressed at the previous meeting about the difficulty of relocating prairie dogs to an <br />established prairie dog town be added. With that change, the minutes were approved <br />unanimously with Peter abstaining. <br />Since this is a quasi-judicial proceeding, David asked if it was acceptable to proceed with <br />the discussion without the majority of the board in physical attendance. The Redtail Ridge <br />representatives indicated their desire to proceed. <br />5. Staff updates <br />See "Information Item 5: Staff Updates" on pages 21-23 of the June 2022 OSAB Meeting <br />packet. Ember reiterated items in the staff update memo. There was no discussion. <br />Ember reported that Hecla Lake water rights came into priority today. Water is now flowing <br />in, but it will soon be flowing out to meet the farmer's irrigation needs. <br />Received three bids for fire damaged fence repair in the second round of the bidding <br />process. On June 21, the contract award is going to council for contract award approval. <br />DOLA will be closed while contract work is progressing. Possibly a second closure for the <br />trail surfacing. <br />David: Regarding the DOLA fence repair, we should make sure we aren't ignoring the <br />concerns raised by homeowner Marcus Bell, who provided much documentation about <br />established norms for the establishment and maintenance of successful off -leash dog <br />3 <br />
