Ember: The project has been bid, FEMA <br />reimbursement requests are underway. This is such an important issue that the City <br />Manager's office agrees that adequate staff and public input would be needed before any <br />changes to location were made to this city asset. <br />David: Some volunteer events were canceled because of low registration. Has the cause <br />been identified? Ember: There was great participation for Marshall Fire cleanup events. For <br />other events, participation is low, in some cases because of competition from other events. <br />6. Board updates <br />No board updates <br />7. Public Comments on Items Not on the Agenda <br />John Webb, 119 S. Buchanan Ct: John provided handouts on the process for becoming a <br />bee city, sponsored by the Xerces Society. As Louisville becomes a bee city, it has a <br />responsibility to promote the health and safety of domestic bees and native pollinators, <br />which have been seriously affected by habitat loss and pesticides. He asked the City to <br />create a standing committee, reduce use of pesticides, incorporate native plantings, reduce <br />water -intensive bluegrass plantings, and develop an on-line presence. The annual fee for <br />joining is $200. Benefits: Sustaining and enhancing bees and other pollinators, a shared <br />community cause, a connection with other communities, using IPM (integrated pest <br />management) in conjunction with the City's commitment to limit the use of herbicides, <br />biological diversity, sustainability. A pollinator path could be a parks, public lands, and open <br />space initiative. He passed out printed material and will provide electronic resources. The <br />websites beecityusa.org and xerces.org provide further information. Susan volunteered to <br />serve on the committee. Handouts provided following these minutes. <br />8. Action Item: Redtail Ridge Preliminary and Final Plat Review <br />Presented by Rob Zuccaro, Director of Building, Safety, and Planning <br />Rob summarized the history of the property he presented at the May OSAB meeting (see <br />pp. 5-6 of the May 2022 minutes). He emphasized that because the revised GDP was <br />overturned by the voters, the GDP under consideration was the original 2010 ConocoPhillips <br />GDP, which allows approximately 2.5 million sq. ft. of commercial and office development on <br />the 389-acre property. A final subdivision plat creates lots, tracts, rights of ways, and <br />easements to enable development of the property. The proposal includes dedication of <br />several tracts of land to the City for a park, open spaces, trails, and a public safety facility, <br />totaling 89.9 acres. He noted that: <br />Part of the development review process for a subdivision plat includes a recommendation <br />from OSAB to the Planning Commission and City Council on relevant aspects of the <br />application. Per LMC Sec. 4.02.040, ongoing duties of OSAB are the following. <br />-Provide comments to the council and/or planning commission on development <br />proposals for land immediately adjacent to, or materially impacting, open space lands <br />providing the comments during the standard referral timelines established for the city's <br />development processes; <br />-Provide input on the location of trails and paths on open space lands; <br />
