The property must have zoning to <br />proceed. A Planned Community Zoned District is unique. A development is required to have a <br />GDP, which is essentially a master plan for the project. In 2010, ConocoPhillips was going to <br />build and had an approved GDP. That document doesn't expire, it runs with the land. An <br />application to amend was overturned by a citizen referendum in April 2022, but the 2010 plan <br />remains in effect. Talks are underway about where specific elements will go. Applicant is asking <br />for the final subdivision plat for phase one and preliminary plat for remaining phases. OSAB <br />could review if there are open space elements. Minimum public land dedication is 12%, which <br />the applicant has exceeded. In addition, the applicant proposes to add 18 acres in a strip along <br />5 <br />
