Additional features include solar -ready covered parking, underpasses, and restored pollinator
habitat. Campus Drive extension is a high priority for all government entities.
Susan asked if the Campus Drive extension could go south of the east pond. No, because then
the road would connect to the Northwest Parkway instead of 96th Street, which would be
difficult.
Helen: Is the hazardous waste site in the new 18 acres? Jay: No, it's been remediated and
cleaned.
Helen: would the 18 new acres require new money from the city? Rob: No capital improvements
planned at this point. No public access planned at this point.
Helen: Would the trail go through the new 47 acres? Geoff: Yes.
Helen: Would this be a conservation easement or a dedication? Geoff: Undecided, but if
approved, however the City wants to proceed. Geoff is committed to this promise.
David: Can 2010 GDP allow above 35 foot building heights?
Rob: GDP can't alter height or setback requirements. Can't allow above our max 35 ft height
without PUD process approval.
David: Green energy requirements planned?
Geoff: Yes, a subset will be included. Not as complete as the 2021 GDP though.
David: Why the narrow buffer along the Northwest Parkway? Is there any flexibility to expand
that?
Geoff: Always some flexibility, and it's already a pretty substantial setback.
David: Does the 18-acre belt include the rubble from StorageTek? Do they see it as undisturbed
land?
Geoff: More of a buffer, not the highest quality of the open space on the property.
David: Underpasses should be designed so no multi -modal conflict and potentially to minimize
length (straight across street rather than diagonal). Has an underpass been considered for the
spot where the north/south trail crosses Rockcress Drive?
Geoff: Open to redesign and that underpass location at Rockcress Drive makes sense.
Charles: What about houses to the sides of the new 47 acres?
Geoff: Abandoned houses would be demolished.
Helen: Does the applicant agree to change the design of the underpasses to follow the City
model established for the the Harper Lake/DM underpass per staff recommendations?
Rob: Hadn't shown to applicant yet, so he described to Geoff. Changes fine with applicant.
Public Comment (11 plus 41 emailed comments, 11 from those also speaking in person; mostly
urging a greater proportion of open space, especially the entire portion north of Disk Drive.
Channah Horst, 136 Hoover Ave: She is confused about who is putting in the trails. The
developer would put in and the city would maintain. Concerned about the carbon sink from
developing the land, especially given the empty buildings already in town.
Cynthia Corie, 438 Jefferson Ave: Appreciated the spirit of compromise, especially given the
tenor of the election. Felt it was dismissive to say the vote was so close. Please ask for a
7
