LL City0r <br />Louisville <br />COLORADO • SINCE 1878 <br />To: Finance Committee <br />Memorandum I Department of Public Works <br />From: Kurt Kowar, P.E., Director of Public Works and Utilities <br />Cory Peterson, P.E., Deputy Director of Utilities <br />Date: June 13, 2022 <br />Re: Utility CIP requests 2023-2028 <br />To provide both a high level and a focused approach, the following is an outline of the proposed <br />utility 6-year Capital Improvement Project requests (2023-2028) for the upcoming budget <br />process. The first table provides an overview of the number of projects and the cost estimates per <br />fund. Subsequent to this will be a brief description of proposed new projects or current projects <br />with significant changes. Projects that are noted with bold text are those that were referenced in <br />the corresponding Fire Impact memorandum. The last section provides early utility rate impacts. <br />Fund 2021 Carryover Approved New/Modified <br />Water 12 ($4.3M) 1 15 ($16.7M) 1 7 ($24.7M) <br />Wastewater 5 ($1M) 4 ($2.7M) 6 ($3.5M) <br />Stormwater 3 ($1.8M) 2 ($1 M) 2 ($2.5M) <br />*Note: All carryover projects are either: complete, underway or scheduled <br />Projects: <br />Name: Meter Replacement and Meter Enhancements <br />Fund: Water <br />Original Budget: $3.1M and $0 ($3.1M) <br />Budget: $3.8M and $12M ($15.8M total) <br />Outside Funding: $0-$12M (mitigation grant) <br />The Meter replacement program is designed to update all water meters in the City with new <br />smart technology and provide more accurate measurement and features. The increase in cost <br />from 2021 is a result of supply issues and actual bid results received recently. The meter <br />enhancements project was developed in response to the Marshall Fire and is proposed to move <br />all meters outside and to allow for the incorporation of remote shutoffs and the installation of <br />backflow devices to protect the system in future emergency responses. <br />10 <br />
