2022 (black line) shows an abnormal year, with January through March showing a slight increase compared to the declines for this same period for the other years. This early positive trend provided justification to maintain voluntary restrictions (stage 1 - blue dashed line) in place for 2022. However, there is now an elevated concern as the increase in WSI typical observed from April to May has not materialize. With the WSI holding at Stage 1, staff are not anticipating impacts for the rest of 2022 but there is potential of the City's water supply being in a deficit going into 2023. Without an above average snowfall or other increases in water supply, Mandatory restrictions (Stages 2-4) are becoming more likely for 2023. The severity of continuation of the drought will dictated the stage response with each stage's goal of incrementally reducing water use by 10% (Stage 1: 10%, Stage 2: 20%, Stage 3: 30% and Stage 4: 40%). 2022 Communications Staff are coordinating across departments (CMO/Communications, Public Works, Parks/Open Space and Finance/Utility Billing) as well as working with surrounding and regional municipal partners on drought awareness and water conservation efforts that will be advertised throughout the summer. The success of restrictions require swift and prompt action. Staff is taking the proactive position in that the City should implement restrictions and communications early rather than face ineffectiveness by delaying too long and missing critical savings during the first part of the irrigation season. The timing for a decision on 2023 will remain around March of next year. The following is the pervious timeline present to the Utility Committee in 2021 where stage 2 restrictions were considered for 2022 but ultimately not implemented as result of the WSI trending shown above.
