City Council <br />Meeting Minutes <br />April 18, 2022 <br />Page 5 of 8 <br />Councilmember Leh stated he supports the Equity Officer and the Risk Management <br />Coordinator positions. He would like to explore setting something aside to be used more <br />regularly for bonuses by the City Manager and HR to recognize great work. <br />Mayor Pro Tern Maloney stated this is important but needs to be a holistic approach and <br />we need to ensure we do pay equitably. The staff report notes a $280,000 financial <br />impact, throw in the benefits and the four positions and the total is more than $1 million. <br />He asked how that will be paid for going forward. He would like to see more data around <br />that. He supports rethinking the organization to make it more effective including the Risk <br />Management Position and the Equity Officer. <br />Councilmember Dickinson stated his support for all four positions, and especially the <br />Equity Officer. <br />Councilmember Brown supports the Equity Officer and other positions, as well as the <br />proposed adjustments to the pay structure. He would like future data to include race, <br />gender, age, disability status, and if there is an impact on their compensation. <br />Councilmember Fahey support all four positions as they are very important for different <br />reasons and she voiced her support of increasing police retirement contributions to get it <br />up to the neighboring community standards. <br />Mayor Stolzmann proposed moving forward with bringing every employee to the minimum <br />in the range and bringing back the four positions for further discussion during the budget <br />amendment on how to pay for those positions going forward. <br />Mayor Pro Tern Maloney would like more details to fully understand the costs. <br />City Manager Jeff Durbin will bring back more data as well as long term costs of moving <br />people to the new pay grades. <br />RESOLUTION NO. 15, SERIES 2022 — A RESOLUTION APPROVING A SERVICES <br />AGREEMENT WITH FLOCK GROUP INC. FOR LICENSE PLATE DETECTION <br />SOFTWARE AND HARDWARE — continued from 3115122 <br />Louisville Police Chief Hayes stated that after the previous discussion of this staff got <br />more information which is in the Council packet. He stated the technology is meant to be <br />used specifically for addressing security concerns related to the Marshall Fire. Privacy <br />concerns were mentioned last time. He stated those concerns were heard and he noted <br />specifically that the Department can secure the data and doesn't share any data related <br />to immigration. He stated there were some questions about "what if' scenarios. He <br />believes those specific situations wouldn't happen here based on policies and training. <br />Public Comments — None. <br />
