Recreation Advisory Board <br />Minutes <br />June 27, 2022 <br />Page 3 of 4 <br />David Baril reported that he looked at last year's budget for staffing. The Golf <br />Course plans to hire independent contractors to work as additional golf pros. <br />Gene Kutscher presented a statement regarding outdoor rec amenities in <br />order to give Adam Blackmore background information. <br />• The City has paid staff who advocate for golf, seniors' programs, and <br />the rec center programs, but we don't have dedicated staff who <br />advocate for outdoor rec amenities. Based on a community survey in <br />2019, the community would like to see more tennis courts, additional <br />fields for soccer and other field activities, and new pickleball courts. <br />Heritage Park has been used for soccer and other sports, but the City <br />has few options for fields. <br />• There is a lack of maintenance of our current outdoor rec facilities. <br />• Previous City Council members have stated that the Rec Center <br />Advisory Board is the appropriate board to make recommendations <br />about outdoor rec amenities. The Parks and Public Landscaping <br />Advisory Board is also involved in moving forward with outdoor rec <br />amenities in parks. <br />Kathy reported that the Finance Director retired and the Parks Superintendent <br />resigned. Adam Blackmore said that the hiring process is underway for the <br />new vacancies. The City Manager is still on leave after an accident. <br />Kathy gave information about the CIP process. <br />• Department heads met and selected which projects to put on the list to <br />move forward, working with the goal of balancing funds. The golf <br />clubhouse project is on the list to move forward, but additional tennis <br />courts, new pickleball courts, and soccer fields are not on the list to <br />move forward. <br />• David Baril explained that there will be staggered requests for the golf <br />clubhouse over the next three years. Golf cart path repairs, expansion <br />of the putting green, and expanding the short game area are on the <br />CIP list that is moving forward. <br />• All of the projects are presented to the Council, and sometimes the <br />Council makes changes in what moves forward. <br />Adam Blackmore relayed that it is a priority to maintain assets that the City <br />already owns. <br />Key Performance Indicators <br />Key performance indicators are included in the agenda packet.
