17. 4--!;-.- Any substance which may cause the POTW's effluent or any <br />other product of the POTW such as residues, biosolids, sludges, or scums, to be <br />unsuitable for reclamation and reuse or to interfere with the reclamation process. In <br />no case shall a substance discharged to the POTW cause the POTW to be in <br />noncompliance with sludge use or disposal criteria, guidelines or regulations <br />affecting sludge use or disposal developed pursuant to the Solid Waste Disposal <br />Act, the Clean Air Act, the Toxic Substances Control Act, or state criteria <br />applicable to the sludge management method being used; <br />18. 4-6-. Any slugload, which shall mean any pollutant, released in a <br />single extraordinary discharge episode of such volume or strength as to cause <br />interference to the POTW. <br />C. General requirements regarding deleterious wastes. The following <br />sewage, water, substances, materials and wastes are prohibited from being <br />discharged to the POTW by any user unless authorized through prior written <br />permission from the city. Written permission from the city may include, but not be <br />limited to, the imposition of site -specific limitations, BMPs and/or requirements to <br />obtain a wastewater discharge permit pursuant to section 13.32.070 of this chapter. <br />These requirements and prohibitions may be imposed directly on process <br />wastewaters prior to dilution by domestic or other wastewater discharged b users. <br />sers. <br />Approval of such a discharge is solely at the discretion of the city and shall not <br />constitute approval of any additional or similar discharges. <br />1. Sludge or other material from sewage or industrial waste <br />treatment plants or from water treatment plants; <br />2. Any wastes which are high in dissolved solids such as <br />sodium chloride, calcium chloride, or sodium sulfate, contain substances conducive <br />to creating tastes or odors in drinking water supplies or otherwise make such waters <br />unpalatable even after conventional water purification treatment, <br />3. Solids, sludges, filter backwash, or other pollutants removed <br />in the course of treatment or control of Wastewater (including, but not limited to, <br />materials which have been removed by catch basins, grease traps, sand traps, or <br />pretreatment systems/devices), or acquired from another person or location; <br />4. Any waste stream not included in 13.32.040(B) that is <br />regulated under one or more National Emissions Standards for Hazardous Air <br />Pollutants (NESHAP) listed in the 40 CFR §61 and §63, <br />5. Brine or other concentrated waste streams from reverse <br />osmosis or other membrane filtration processes. <br />D. Speci is pollutant limitations.
