Indirect discharge means the discharge or the introduction of pollutants from <br />any non -domestic source regulated under Section 307(b), (c) or (d) of the Act, into <br />the POTW. <br />Industrial user or- Hse-r means any non -domestic source discharging or with a <br />potential to discharge pollutants regulated under Section 307(b), (c), or (d) of the <br />Act into the POTW. e of:ndir-eet dice .. Fge <br />Industrial wastes means the water carried wastes from industrial <br />manufacturing or industrial processes, as distinct from sanitary sewage. It includes,_ <br />but is not limited to, the trade wastes produced by, but not limited to, food <br />processing and bottling plants, food manufacturing plants, slaughtering plants, <br />tallow works, plating works, disposal services, industrial cleaning plants, fertilizer <br />plants, car and truck washing operations, laundries, cleaning establishments, <br />cooling plants, chemical plants and chemical treatment installations. <br />Instantaneous maximum allewable 6kseharge limit means the maximum <br />concentration of a pollutant allowed to be discharged at any time, determined from <br />the analysis of any discrete or composite sample collected, independent of the <br />industrial flow rate and the duration of the sampling event. <br />Interference means a discharge which, alone or in conjunction with a <br />discharge or discharges from other sources, both: <br />1. Inhibits or disrupts the POTW, its treatment processes or operations, <br />or its sludge processes, use, or disposal; and <br />2. Therefore is a cause of violation of any requirement of the POTW's <br />NPDES permit (including an increase in the magnitude or duration of a violation) <br />or of the prevention of sewage sludge use or disposal in compliance with the <br />following statutory provisions and regulations or permits issued there under (or <br />more stringent State or local regulations): Section 405 of the Clean Water Act, the <br />Solid Waste Disposal Act (SWDA) (including title 11, more commonly referred to <br />as the Resource Conservation and Recovery Act (RCRA), and including state <br />regulations contained in any state sludge management plan prepared pursuant to <br />subtitle D of SWDA), the Clean Air Act, the Toxic Substance Control Act, the <br />Marine Protection, Research and Sanctuaries Act. <br />Local limit means an effluent limitation developed for significant industrial <br />users S( IUs) by the city to specifically protect the POTW from interference and <br />passthrough (as herein defined) based on site -specific design and disposal limits <br />and conditions of the POTW. Local limits are developed to assure that industrial <br />user discharges to the POTW do not cause the POTW to violate its permit limits, <br />upset the POTW's biological, chemical or physical treatment processes, prevent the <br />disposal of biosolids (sludge), impact worker health and safety or harm the <br />collection system infrastructure. Local Limits shall be Pretreatment Standards <br />pursuant to 40 CFR § 403.5(d). <br />Mass limit or mass loading means the total number of pounds of a pollutant <br />allowed to be discharged during a specified speei€e time period. <br />
